Methodology - Saudi Arabia (2026)

Educational monthly model for tax year 2026 (annual = month x 12), currency SAR - not a payroll system, not a tax return, not tax advice. Saudi Arabia levies no personal income tax on salaries; take-home differs from gross only by GOSI social-insurance deductions, and only for Saudi nationals. Some 2026 figures are provisional: the 2025-reform pension step in effect and the SAR 45,000 ceiling / SAR 1,500 floor are the currently published values.

Employment

  • No personal income tax (PIT) on salaries.
  • Saudi nationals - GOSI: legacy scheme (contribution history before 3 Jul 2024) is pension 9% + SANED unemployment 0.75% = 9.75% employee; the new scheme (no history before 3 Jul 2024, 2025 reform) phases the pension up 0.5 pp each side per year, so the step in effect at the start of 2026 is pension 9.5% + SANED 0.75% = 10.25% employee, with the employer paying the matching pension share plus 0.75% SANED and 2% occupational hazards.
  • Expats: no employee GOSI deduction - net equals gross. The employer pays only the 2% occupational-hazard branch (an employer cost, not a payroll deduction).
  • GOSI contributory wage = basic salary + housing allowance, capped at SAR 45,000/month and floored at SAR 1,500/month. VAT (ZATCA) standard rate is 15%, shown as information only and not a payroll deduction.

Self-employed (freelancer)

  • No personal income tax on freelance profit.
  • Saudi nationals - GOSI self-employment / freelance scheme: the individual pays the whole contribution (no employer to split with), as annuities on a self-declared contributory income within the GOSI band. The combined annuities rate is legacy 18% (= 9% + 9%), with the 2025/2026 reform step at 19% (provisional, rising toward 22% by 2028). SANED does not apply to the self-employed.
  • Expats: no Saudi self-employment GOSI scheme - net equals gross.
  • Contributory income band: minimum SAR 1,500/month, maximum SAR 45,000/month. VAT (ZATCA) 15% is a pass-through, shown as information only.
