Methodology & sources

Methodology - Iceland (2026)

Educational model - not a Skatturinn assessment, not a tax return, not tax advice.

Employee

  • Income tax combines a progressive state income tax (tekjuskattur) and a flat municipal tax (utsvar); Skatturinn publishes the combined withholding rate per bracket.
  • Combined 2026 monthly brackets: 31.49% up to ISK 498,122; 37.99% up to ISK 1,398,450; 46.29% above. The municipal component is the 14.94% national average.
  • A monthly personal tax credit (personuafslattur) of ISK 72,492 is subtracted from the computed tax; it is non-refundable, so tax never goes below zero.
  • Mandatory pension (lifeyrissjodur): employee 4% (deductible from the income-tax base) and employer 11.5%. The employer also pays the social security charge (tryggingagjald) of 6.35% on gross.
  • Out of scope: municipal-rate variation, the supplementary private pension, the 6% children rate, capital income (flat 22%), and whole-krona payroll rounding.

Self-employed

  • The self-employed declare a calculated / imputed remuneration (reiknad endurgjald), the salary they would pay an employee for the same work; income tax, pension and tryggingagjald are charged on that base.
  • Simplification: the imputed remuneration is approximated as net business profit (revenue - expenses). The same three combined brackets and the personal tax credit apply.
  • Mandatory pension 4% is deductible; the employer pension 11.5% and tryggingagjald 6.35% are own costs on the imputed remuneration, surfaced on the employer-cost side.
  • Out of scope: the Skatturinn occupation-table floors for reiknad endurgjald, VAT (VSK), capital allowances, and loss carry-forward.
