Job Responsibility

  • Lead end-to-end program management for fiber connectivity projects by coordinating delivery across stakeholders
  • Serve as the primary operational lead for coordination and managing daily activities, multi-party governance forums and cross-functional technical delivery workstreams
  • Facilitate steering committee governance including agenda management, decision recording, and cross-partner action tracking
  • Lead regulatory coordination activities by ensuring timely compliance and proactive renewal management
  • Own and maintain the master project schedule
  • drive critical path management, milestone tracking, delay identification, and mitigation planning across routes
  • Coordinate passive infrastructure delivery (fiber optic networks, civil works, duct deployment, technical shelters) and active equipment interconnection across corridor segments in alignment with stakeholders
  • Manage commercial governance and delivery alignment, including sales activity tracking, revenue reconciliation, cost allocation, and periodic financial reporting to all stakeholders
  • Facilitate issue resolution and structured escalation processes across all partners by ensuring contractual performance alignment with contractors
  • Maintain the program risk register and lead change management, system integration coordination and business continuity planning across the projects
  • Ensure compliance with applicable laws and regulations
  • Provide technical support for hyperscaler and OTT customer engagements, ensuring infrastructure delivery meets enterprise-grade specifications
  • Deliver periodic technical and operational reports to stakeholders and senior leadership

Requirements

  • University degree in Electrical-Electronics, Telecommunications, Industrial Engineering, Computer Engineering, or MIS
  • Minimum 7 years of professional experience in telecommunications or large-scale infrastructure sectors
  • At least 5 years in backbone fiber, DWDM transmission, cross-border connectivity, or major infrastructure program delivery at senior project manager level
  • Demonstrated experience in multi-party projects , joint venture, or international program governance environments
  • Commercial background with international telecom operators, hyperscaler/OTT customers, or fiber connectivity initiatives
  • Strong knowledge of passive and active fiber optic infrastructure (DWDM transmission systems, network protected route architecture, fiber specifications and testing methodologies)
  • Familiarity with OSS/BSS systems, telecom regulatory frameworks and ROW/permitting processes
  • Understanding of IRU, dark fiber, wavelength and capacity services commercial models
  • CAPEX/OPEX management, SLA design, and KPI-driven delivery governance experience
  • Knowledge of hyperscaler/OTT technical requirements including low-latency and high-availability architecture standards
  • Exceptional multi-stakeholder management and cross-cultural communication skills
  • Structured analytical thinking, complex problem-solving, and sound decision-making under pressure
  • Strong leadership, influencing, and negotiation capabilities across international environments
  • PMP or PRINCE2 certification required
  • ITIL, Agile/SAFe are advantageous
  • Fluent in Turkish and English (written and spoken
  • C1 level minimum)
  • Willingness to travel domestically and internationally as required
