Job Description:

Citi is seeking a high-caliber professional to join as Vice President, Treasury Liquidity and IRRBB Risk Officer, based in Singapore. This role involves overseeing risk-taking activities, designing risk frameworks, ensuring compliance with regulatory requirements, and interacting with global teams and senior regulators. The role is hybrid and offers opportunities for growth, well-being support, and making a positive impact.

Job Responsibility:

  • Oversee the design, development, delivery and maintenance of best-in-class Risk Management programs, policies and practices
  • set strategic direction with focus on Liquidity Risk, Interest Rate Risk (IRRBB), Investments and Capital Risk
  • liaise with global and specialist teams to facilitate consistency, standardization and completeness of controls
  • provide oversight on documentation and evidence of processes
  • review local risk frameworks and monitor compliance with risk limits/triggers
  • interact with senior regulators and other stakeholders
  • oversee regulatory requirements and drive compliance
  • lead global risk projects to improve accuracy of assessment and implementation
  • participate in new product approval reviews and escalate critical issues.

Requirements:

  • Degree in Finance
  • postgraduate degree in a quantitative or financial discipline would be preferred
  • 7+ years relevant experience within risk management, treasury, or support functions with exposure to balance sheet, financial products, financial/risk analysis
  • prior work experience in material entities and/or regional markets
  • expert knowledge of treasury, market risk, liquidity management, and derivative products
  • subject matter expert in asset-liability management, financial instruments, risk metrics and Risk Management
  • good analytical, technical and quantitative skills
  • ability to interact with auditors/regulators and understanding of applicable best practice guidelines and regulations
  • up-to-date working knowledge of regulatory requirements and change, specifically those from Basel and local regulatory authorities (desirable)
  • articulate and effective communicator, both orally and in writing, highly developed presentation skills
  • proficient in MS Office applications (Excel/VBA, Word, PowerPoint) and SQL
  • project management skills
  • team player, self-driven, attention to detail and organized
  • business level English proficiency
  • bachelor’s/university degree, master’s degree preferred.

Nice to have:

  • Understanding of regulatory requirements and change, specifically those from Basel and local regulatory authorities
  • mastery of financial instruments and risk metrics.
