Provides leadership, strategic direction and planning for Pine Street Inn’s extensive portfolio of 24/7 program services, including housing placement for guests of the emergency shelter program, as well as behavioral health programs including the Stabilization Day Treatment Program, Clinical services in shelter, three DMH-funded Safe Havens, and three specialized housing sites. Leads two senior director-level team members and collectively manages approximately 120 staff members as well as numerous consultants and vendors.
Job Responsibility:
Align and lead the work of the Housing Placement, Behavioral Health, Stabilization and Specialized Housing Programs portfolio towards Pine Street’s mission, vision, values, strategic plan and annual program and financial plans
Ensure that the rehousing and clinical programs support the agency’s strategic goals, that shelter stays are rare, brief and non-recurring, that all program efforts support either the transition of homeless individuals to permanent or alternative housing and support the retention of tenants in housing
Develop strong relationships with outside partners, such as safety net agencies, local and state officials, and consultants to ensure successful accomplishment of projects and initiatives
Continually improve guest, tenant and staff experience through effective and frequent modes of communication, and create opportunities for shared learning, incorporate guest/tenant/staff feedback to improve systems
Maintain relationships with state and local funders, community stakeholders, and other providers by representing PSI as needed in the community and responding to behavioral health and housing placement needs for unhoused individuals
Ensure all clinical, licensing and regulatory procedures are in full compliance with all local, state and federal requirements and oversee the agency’s emergency/contingency plans for assigned programs
Lead, manage, support, and retain housing placement and clinical teams who work directly with unhoused individuals often experiencing untreated trauma
Ensure that leaders and staff have the resources and tools they need to achieve productivity targets, and that productivity targets are achieved
Coordinate, assist in writing and provide data for all applications related to assigned programs and departments including new contracts and renewals and participate in policy and regulatory forums as necessary
Achieve short and long-term financial objectives by maximizing the organization’s resources and investments including revenue generating programming and medical billing reimbursements
Monitor qualitative and quantitative program performance, using data to inform decisions, working collaboratively with the Department of Strategy and Planning
Participate in strategic planning and program development with Senior Directors, peers and leadership team, continuously evaluating performance and identifying opportunities for improvement
Requirements:
Proven track record leading a human services organizational unit with significant scale, broad scope, and complex budgets
Demonstrated clinical and compliance experience, particularly with mental health, trauma, and substance use challenges
Background with homelessness, housing instability, and emergency shelter programs is highly preferred
Strong integrator skills: ability to work across embedded departments, build systems/processes, and foster collaboration
Familiarity with policy and regulatory guidelines and statutory requirements of public funders (EOHLC, DMH, EOHHS) and local municipal funding sources
