Reporting to the CleanPowerSF Customer Solutions Manager, performs entry-level to journey-level duties to deliver high quality services and programs to CleanPowerSF customers. The Customer Solutions Program Analyst supports planning, development and operation of customer programs and customer services to support CleanPowerSF's program goals, including service affordability, local investment, and ensuring equitable access to clean energy for all San Franciscans. This position will be involved in the development and delivery of customer billing services and programs, including rooftop solar, demand response and affordability programs.
Job Responsibility
Conducts analysis and provides assistance in the development of studies, project plans, performance reports, etc., related to customer programs or project development
Compiles, analyzes and summarizes data and prepares project evaluation and progress reports
Evaluates and documents customer program/project results including energy saved and generated
Coordinates with other Power Enterprise groups, other PUC divisions, and departments of the City and County of San Francisco in the development and operation of new customer programs for CleanPowerSF customers
Monitors program costs, generates cost/benefit analyses and rate of return calculations
Develops and implements professional services contracts and supports the management of third-party consultants
Supports the preparation of program budgets, including long-term capital plans
Supports training for call center staff on customer program offerings that are available to CleanPowerSF customers
Prepares memos, draft presentations, talking points, and responses to internal and external stakeholders
Supports and/or delivers presentations to stakeholders, PUC management and/or governing bodies for informational purposes or program/project approvals
Prepares and submits regulatory compliance and related reporting to local, state and federal agencies
Other duties as assigned
Requirements
Possession of a baccalaureate degree from an accredited college or university preferably with major course work in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business
Possession of a valid California Class C driver's license may be required for specified positions
Qualifying experience may be substituted for the degree requirement on a year-for-year basis
Qualifying experience includes experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects
water supply/infrastructure management and planning
power operations planning and scheduling
analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program
utility market and environmental analysis and planning
power supply and transmission rates and contracts
generation, transmission or distribution planning and design
or long term utility systems planning

Intermediate to advanced expertise in MS Excel
Experience in geographic information system (GIS) and statistical analysis software applications
