The Transformation and Lessons Learned Integrator for the I-TLLM Division will assist units to accomplish their training, experimentation and real-world operations objectives associated with all matters concerning DOTMLPF-P analysis and assessments.
Job Responsibility:
Assist units to accomplish their training, experimentation and real-world operations objectives associated with all matters concerning DOTMLPF-P analysis and assessments
Work with units and organizations to enhance warfighting readiness and lethality by ensuring that all new capabilities fielded to the operational force are seamlessly integrated and fully optimized to meet their needs
Act as the advocate for the warfighter, guaranteeing that their requirements are embedded throughout the entire modernization lifecycle
Synchronize all DOTMLPF-P domains to ensure a holistic and effective capability transition
Proactively observe identifying and closing warfighting gaps by leveraging a robust lessons-learned and feedback program, thereby transforming operational insights into tangible improvements and ensuring the continuous evolution of the force
Assist the I-TLLM government personnel as the liaison between units and organizations and Ft. Huachuca
Develop and maintain a deep understanding of the DOTMLPF-P domains to conduct thorough assessments that identify critical capability gaps, risks, and integration challenges
Synthesize observations and analysis into coherent, actionable future-state recommendations that consider cross-domain dependencies
Provide data-driven insights to support vital acquisition milestone decisions, inform requirements documents, and inform capability gap assessments
Regularly brief the government leadership on the findings, ensuring decision-makers are fully aware of DOTMLPF-P integration risks and opportunities
Work directly with training units as the Transformation and Lessons Learned Integrator throughout the units’ CTC, exercises and experimentation rotations
Observe training events and liaise with I-TLLM leadership to maximize observations, analysis and assessments for All Source, Intelligence systems and architecture, Data flow, Counterintelligence, HUMINT, OSINT, SIGINT, EW and/or cyber in support of DOTMLPF-P assessments
Travel for short duration business trips with an estimation of 40% of the Contractors work time
Represent I-TLLM on all forward-looking and strategic aspects of the role, ensuring that the modernization of Military Intelligence (MI) is both comprehensive and well-integrated
Develop future-state recommendations that account for cross-domain dependencies and integration requirements to maintain a cohesive modernization plan
Maintain a DOTMLPF-P running estimate that will ensure that all cross-domain considerations are integrated into capability development and modernization plans, providing a holistic approach that will inform the future of the MI enterprise
Remain abreast of new technologies and will conduct outreach with Army, Joint, DoD, academia, commercial vendors, and other mission partners to identify new Intelligence Warfighting technologies that could bridge gaps and/or be integrated at echelon
Assess current MI capabilities and provide well-researched recommendations for their future development
Develop subject matter expertise, collaborate with a wide range of stakeholders to pinpoint and address capability gaps, and ensure a cohesive approach to modernization by integrating all cross-domain factors into every stage of capability development
Deliver rigorous observations and analytical support that will lead to actionable recommendations to leadership, thereby informing the future of the MI enterprise through a holistic and synchronized modernization strategy
Requirements:
Direct experience with user representation throughout all aspects of DOTMLPF-P integration and synchronization for fielded capabilities and fielding of new capabilities to include formations at echelon
Provide detailed warfighting capability impact assessments of specific system characteristics
Expertise in: All Source, NGC2, Architecture, Data Integration
Ability to identify, validate and manage all capability requirement gaps from observations of real-world operations, theater exercises and experimentations, and Combat Training Center (CTC) rotations, lessons learned, or feedback from operational units spanning all elements of DOTMLPF-P in support of both current and future force and capability requirements
Ability to capture robust feedback in support of continuous improvement of DOTMLPF-P processes and products
Must have Active TS/SCI Clearance to start
Must have experience CORPS to Battalion - level planning and technical experience, or Cyber and Electronic Warfare and Intelligence (CEWI) platoon leadership experience or equivalent
