Purpose: Arrange the shipment of Pre-positioned GPMS cargo to various worldwide destinations via Air, Land, and Sea. Incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs and Department of Defense guidance. Ensures all shipments presented meet International Trade and Arms Regulations (ITAR). Responsible for, and participates in, Quality Assurance as part of the ISO 9001 program.
Job Responsibility:
Arrange the shipment of Pre-positioned GPMS cargo to various worldwide destinations via Air, Land, and Sea
Conducts the loading and unloading of trucks arriving and departing the Site
Ensures documentation accompanying cargo is accounted for and distributed to Supply and Site Work Control
Accomplishes manifesting of cargo transported via Land, Air, and Sea
Operates Material Handling Equipment (MHE) and special purpose vehicles
Inspects, accepts, and prepares documentation (DD Form 1149/1348-1) for inbound/outbound cargo for completeness and accuracy
Processes and verifies Nomenclatures, Hazard Class, Quantity, and inspects inbound/outbound cargo offered for transportation
Properly classifies freight, selects commodity codes, selects most efficient mode of shipment, and controls obligations for government transportation funds
Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation, and certification in accordance with applicable Dangerous Goods Regulations
Selects and initiates contact with local carriers to arrange cost efficient transportation of equipment
Utilizes automated computer systems and programs to process and document all freight
Inspect, prepare, and process Shipping Containers IAW MIL-STD 3037
Prepares all required shipping documents via Tracker Lite/CMOS
Accurately inputs Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into the Cargo Movement and Operations System (CMOS) and/or Global Acquisition and Transportation Execution System (GATES)
Prepare and/or accept Shipping Documents for container movements
Provides In-transit Visibility through the Global Transportation Network (GTN) and Radio Frequency Identification (RFID) servers, and Transportation Management Systems (TMS)
Performs Host Country customs clearances and liaisons with Military and Host country Ministries on Import and Export
Inspects, accepts, and inventories Inbound Air Cargo, Line Haul Trucks, and Containers
Inventories and inspects all incoming freight for damage prior to acceptance
Prepares and handles cargo in accordance with all prescribed regulations
Performs weighing of cargo, vehicles, and outsized cargo
Works closely with customers to ensure desired movement objectives
Loads/unloads all 463L pallets, 40-foot and 20-foot sea van commercial/military containers and 40-foot Flat bed/Low bed trucks
Operate Material handling Equipment ranging from Pallet Jacks to 22k Forklifts
Responsible for conducting Joint Inspections with the Aerial Port
Completes all relevant steps in quality, training, environment, and safety programs
Compiles data and submits reports and other correspondence
Perform all other position related duties as assigned or requested
Requirements:
High school degree or equivalent required
Associate’s degree, or better, in Logistics and Supply Chain management preferred
One (1) to Three (3) years of experience in related field
Work experience in freight acceptance, preparation, processing, inspection, documentation, and handling procedures is required
Must have completed or be able to complete successfully Senior Customs Boarder Clearance Agent (SCBCA) Program for EUCOM compliance
Must have completed, or be able to successfully complete, HAZMAT training IAW AFMAN 24-604 prior to preparing, certifying, or inspecting HAZMAT for Military Air Shipments (e.g. TTHM)
Experience operating Material Handling Equipment e.g., 4K, 6K, 10K/10K AT Forklift, 22K, pallet jacks, preferred
Must be able to obtain and maintain applicable certification from the host country to operate MHE equipment
Current possession of CDL preferred
Knowledge of packaging, blocking, and bracing and restraint requirements for surface movement of equipment
Must be computer literate and able to operate software programs relating to Cargo Operations (e.g. CMOS) and office administration
Must be proficient in reading, writing, and speaking English
Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location
Must be authorized to work in host country
