Job Description

Purpose: Arrange the shipment of Pre-positioned GPMS cargo to various worldwide destinations via Air, Land, and Sea. Incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs and Department of Defense guidance. Ensures all shipments presented meet International Trade and Arms Regulations (ITAR). Responsible for, and participates in, Quality Assurance as part of the ISO 9001 program. Scope: Conducts the loading and unloading of trucks arriving and departing the Site. Ensures documentation accompanying cargo is accounted for and distributed to Supply and Site Work Control. Accomplishes manifesting of cargo transported via Land, Air, and Sea. Operates Material Handling Equipment (MHE) and special purpose vehicles.

  • Inspects, accepts, and prepares documentation for inbound/outbound cargo
  • Processes and verifies Nomenclatures, Hazard Class, Quantity, and inspects inbound/outbound cargo
  • Properly classifies freight, selects commodity codes, selects most efficient mode of shipment, and controls obligations for government transportation funds
  • Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation, and certification
  • Selects and initiates contact with local carriers to arrange cost efficient transportation
  • Utilizes automated computer systems and processes to process and document all freight
  • Inspect, prepare, and process Shipping Containers IAW MIL-STD 3037
  • Prepares all required shipping documents via Tracker Lite/CMOS
  • Accurately inputs Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS and/or GATES
  • Prepare and/or accept Shipping Documents for container movements
  • Provides In-transit Visibility through GTN and RFID servers and TMS
  • Performs Host Country customs clearances and liaisons with Military and Host country Ministries
  • Inspects, accepts, and inventories Inbound Air Cargo, Line Haul Trucks, and Containers
  • Inventories and inspects all incoming freight for damage prior to acceptance
  • Prepares and handles cargo in accordance with all prescribed regulations
  • Performs weighing of cargo, vehicles, and outsized cargo
  • Works closely with customers to ensure desired movement objectives
  • Loads/unloads all 463L pallets, 40-foot and 20-foot sea van commercial/military containers and 40-foot Flat bed/Low bed trucks
  • Operate Material handling Equipment
  • Responsible for conducting Joint Inspections with the Aerial Port for All equipment traveling via Air
  • Completes all relevant steps in quality, training, environment, and safety programs
  • Compiles data and submits reports and other correspondence
  • Perform all other position related duties as assigned or requested

Requirements

  • High school degree or equivalent required
  • One (1) to Three (3) years of experience in related field
  • Work experience in freight acceptance, preparation, processing, inspection, documentation, and handling procedures is required
  • Must have completed or be able to complete successfully Senior Customs Boarder Clearance Agent (SCBCA) Program for EUCOM compliance
  • Must have completed, or be able to successfully complete, HAZMAT training IAW AFMAN 24-604 prior to preparing, certifying, or inspecting HAZMAT for Military Air Shipments
  • Experience operating Material Handling Equipment e.g., 4K, 6K, 10K/10K AT Forklift, 22K, pallet jacks, preferred
  • Must be able to obtain and maintain applicable certification from the host country to operate MHE equipment
  • Knowledge of packaging, blocking, and bracing and restraint requirements for surface movement of equipment
  • Must be computer literate and able to operate software programs relating to Cargo Operations and office administration
  • Must be proficient in reading, writing, and speaking English
  • Must be able to obtain and maintain facility credentials/authorization
  • Must have authorization to work in host country
  • US Citizenship is required for facility credentials/authorization at this work location

  • Associate’s degree, or better, in Logistics and Supply Chain management preferred

  • Current possession of CDL preferred

  • Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo and Maintains Manifest logs
  • Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS, GATES or IBS
  • Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604, 49 Code of Federal Regulation, International Air Transport Association (IATA) and International Maritime Dangerous Goods (IMDG)
  • Inspects, accepts and inventories all incoming freight and containers for overages, shortages and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR)
  • Provides asset visibility and real-time view to track customer queries using IGC, RFID-ITV, GDSS2 or SMS
  • Prepares shipping documents and Movement Requests for international and domestic shipments between sites and container movements from the Sea Port of Embarkation (POE) to the Sea Port of Debarkation (POD) shipped by surface or sealift
  • Performs Port Handling and Inland Transportation (PHIT) and ensures the subcontractor performs all duties and responsibilities according to the Statement of Work (SOW). Inspects and documents each shipment for contract compliance on a Customer Service Survey form
