The town of North Yarmouth, ME is seeking qualified candidates for the position of Town Manager. North Yarmouth is a picturesque, rural town of nearly 5,000 residents located 16 miles north of Portland, Maine’s largest city. Known for its strong agricultural roots, scenic countrysides, and close-knit community, the town offers a peaceful, family-friendly atmosphere with popular outdoor spots. The town features a mix of historic homes, farms, and local businesses, with highly rated schools (MSAD #51). North Yarmouth has a Charter with Selectboard/Manager/Town Meeting form of government with five Select Board members elected for alternating three-year terms. North Yarmouth has a a gross municipal budget of approximately $6 million, excluding schools, and 17 full-time and 32 part-time municipal employees. North Yarmouth and its neighbor, Cumberland, comprise MSAD #51.
Job Responsibility:
Acts as the chief executive and administrative officer of the town
Serves as the town’s Tax Collector and Treasurer
Serving as the purchasing agent for all departments of the town
Attending regular meetings of the Select Board and all Town Meetings and public hearings of the town or Select Board
Administering all departments and offices of the town and keeping the Select Board advised as to the business, operations, and needs of the town
Executing all laws and ordinances of the town
Exercising administrative control over all town departments, including all matters of hiring, firing, and employee discipline
Preparing the town’s annual budget and presenting the preliminary budget to the Select Board and the Budget Committee
Requirements:
Bachelor’s degree in public administration, business administration, or a closely related field
Five years of municipal management experience
Expertise in public administration, including personnel management, financial management and public sector management principles, policies, and practices
Expertise in interpretation and application of municipal policies and procedures, town ordinances, and federal and state statutes
Expertise in personnel management
Expertise in appropriately delegating responsibility
Expertise in utilizing technology within a municipal setting
Expertise in negotiating and resolving disputes
Expertise in effective communication with different stakeholders
Expertise in establishing and maintaining strong, collaborative working relationships both internally and externally
