Job Description

The town of Middleborough (pop. 25,000), a historic and dynamic community located in Southeastern Massachusetts, is seeking a progressive, highly qualified, and collaborative leader to serve as its next Town Manager. Middleborough is one of the largest municipalities by land area in the Commonwealth, balancing its rich agricultural heritage, particularly as a major hub for the cranberry industry with strategic commercial development and growing residential neighborhoods. The town is governed by a highly engaged five-member Select Board, an Open Town Meeting form of government and a Town Manager who serves as the Chief Administrative and Procurement Officer.

Job Responsibility

  • Serve as the Chief Administrative and Procurement Officer
  • Oversee an operating budget of $109.4M with 270 full-time and 200 part-time employees, not including School Department employees

Requirements

  • Bachelor's degree in public administration, business management, or a closely related field
  • Master's degree (MPA/MBA) is highly preferred
  • Minimum of seven to ten years of progressive, successful experience as a Town Manager, Town Administrator, or Assistant Manager/Administrator
  • Equivalent senior leadership experience in a complex public sector, nonprofit, or corporate environment will be considered
  • Expertise in municipal finance and budget modeling
  • Solid knowledge of Massachusetts procurement laws (MCPPO certification is a plus)
  • Collective bargaining/labor relations experience
  • Exceptional communication and interpersonal skills
