Job Description

We are looking for a Tender Manager in Bucharest. As the Tender Manager, you will lead the tendering department to strategically prepare, coordinate, and submit winning commercial and technical proposals for large-scale industrial construction and energy sector projects. Leveraging your deep expertise in civil/architectural works and your understanding of M&E/energy infrastructure, you will ensure our bids are highly competitive, compliant, and aligned with company growth objectives.

Job Responsibility

  • Lead the tendering department to strategically prepare, coordinate, and submit winning commercial and technical proposals for large-scale industrial construction and energy sector projects
  • Ensure bids are highly competitive, compliant, and aligned with company growth objectives
  • Organize, delegate, and manage the daily responsibilities of the tendering team members effectively
  • Oversee the meticulous preparation and organization of tender packages, including quantity takeoff verifications (BOQs), technical specifications, method statements, and employer requirement compliance
  • Critically review tender documents, structural/architectural drawings, and complex contract requirements
  • Ensure seamless alignment between Civil/Architectural estimators and Mechanical & Electrical (M&E) teams
  • Guide senior management in strategic decision-making by analyzing subcontractor and vendor proposals
  • Manage the collection, verification, and presentation of all technical compliance documents
  • Manage the transition from a winning bid to a final contract template

Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, Energy Engineering, or a related technical field
  • Minimum 10 years of total relevant experience in tendering/estimation for major construction projects
  • At least 5 years of proven experience in a team management / leadership role, successfully guiding estimation or tendering teams
  • Advanced proficiency and core strength in Civil and Architectural works
  • Solid working knowledge and understanding of Mechanical and Electrical (M&E) works, specifically as they relate to industrial buildings and energy infrastructure
  • Deep understanding of structured tendering processes, commercial policies, risk management, and bidding systems (including public and private procurement frameworks)
  • Excellent verbal and written communication skills in English (mandatory)
  • Polished presentation and negotiation skills
  • ability to explain complex technical and financial concepts concisely and accurately to clients and internal stakeholders
  • Proficient computer skills (MS Office, advanced Excel, project scheduling software, and specialized estimation tools)
  • Strong leadership competencies, analytical mindset, strategic thinking, and the ability to work under tight timelines
