Robert Half is seeking a Technical Program Manager to drive the development of cloud-native solutions with a client in the Insurance and Benefits industry. This role requires someone who can operate comfortably at both technical and strategic levels diving into detailed user stories and API discussions while maintaining a high-level view of architecture, dependencies, and cross-team alignment. The ideal candidate thrives in fast-paced environments, partners effectively with cross-functional teams, and ensures high-quality delivery from concept through implementation.
Job Responsibility:
Drive development of cloud-native solutions within a complex insurance business domain
Establish criteria for delivering high-quality applications, encouraging the use of unit testing, automation, and CI/CD pipelines
Partner with TPMs, engineers, product owners, business analysts, and UX designers to deliver detailed, creative solutions aligned to timelines and budgets
Create detailed specifications, break down features, and author user stories that engineering teams can effectively implement
Manage relationships with cross-functional teams and third-party software vendors
Actively participate in daily standups and Scrum ceremonies—and lead them when needed
Requirements:
Bachelor’s or Master’s degree in Computer Science or related field
5+ years of program management experience supporting cross-functional teams
Proven ability to dive into technical story details while maintaining a high-level understanding of system architecture and dependencies
Experience partnering with Business Analysts to interpret requirements and gather detailed vendor information
Strong experience working in fast-paced environments with shifting priorities and ambiguity
Demonstrated ability to develop clear, detailed technical specifications and user stories
Experience with AWS, Azure, or GCP cloud environments
Understanding of API request/response patterns and ability to support troubleshooting efforts (no coding required)
Nice to have:
Experience working within regulated industries such as insurance or financial services
Familiarity with CI/CD pipelines and application quality best practices
