We are seeking a senior expert to manage and oversee all procurement activities for the road reconstruction project, focusing on developing optimal contracting strategies and FIDIC-based tender documents. The role includes preparing procurement plans, guiding the prequalification and bidding processes, ensuring strict compliance with EBRD Procurement Policies and Rules, and coordinating tender procedures through the ECEPP electronic portal.
Job Responsibility:
Oversee all procurement activities for the Project Implementation and Supervision Contract, as well as the civil works for the reconstruction of the 91-km road section
Ensure that all procurement processes are carried out in full compliance with the most recent EBRD Procurement Policies and Rules (PP&R)
Conduct procurement procedures exclusively through the EBRD’s Client E-Procurement Portal (ECEPP) and provide advice, training, and assistance to the Project Implementation Unit (PIU) regarding its operation
Assist the Client in developing an optimal procurement strategy, including advising on the division of works into lots, prequalification criteria, single versus multi-stage tendering, and appropriate forms of contract (such as FIDIC)
Organize and undertake virtual early market consultations to engage with potential contractors, assess market capacity, identify innovations, and receive feedback on scope and conditions
Assist the Client in developing and updating a detailed procurement plan that describes the procurement packages, estimated costs, methods, and implementation schedule
Support the preparation of Prequalification and Tender Documents based on the EBRD’s Standard Procurement Documents, ensuring technical specifications are suitable for each separate lot
Support the Client throughout the prequalification and bidding processes, ensuring timely publication of procurement notices, applying for necessary EBRD "no-objections", and managing document records via ECEPP
Requirements:
B.Sc. degree in Law, Business Administration or similar
Preferably 10 years’ experience in contracting and procurement, experience in transport sector is an advantage
Theoretical and practical knowledge and experience of IFI (especially EBRD) procurement rules, including use of electronic procurement systems such as ECEPP
Theoretical and practical knowledge and experience of FIDIC conditions of contract
