This landmark project is a cornerstone of Fiji’s national development strategy, aiming to modernise urban water and wastewater infrastructure across the Greater Suva Area. The initiative is designed to support rapid population growth and ensure environmental sustainability through three key project outputs: the implementation of a Performance Based Contract along the Suva-Nausori Water Supply System in the Central Region of Viti Levu, the expansion of the Kinoya Wastewater Treatment Plant in the Nasinu area, and the establishment of a state-of-the-art Water Academy in Lautoka to build long-term regional capacity. As part of the Project Implementation Support Consultant (PISC) assignment, we are providing the Water Authority of Fiji (WAF) and its Infrastructure Delivery Unit (IDU) with high-level technical and management services. The goal is to ensure that all project outputs, stretching from the Suva-Nausori Water Supply System to the Western Region, are implemented effectively, on schedule, and in strict compliance with Asian Development Bank (ADB) loan and grant covenants. This is a unique opportunity to lead a transformative programme with a significant national impact in the South Pacific.
Job Responsibility:
Liaison with the other members of the PISC Team and reporting directly to the Employer’s Representative
Coordination and communication with Water Authority of Fiji, Asian Development Bank and other consultants involved in the project implementation
Overseeing compliance with project covenants, assurances, and the Project Administration Manual (PAM)
Overall management of the consultant team and delivery of outputs including the supervision of equipment, materials, and construction quality
Certifying that the works are completed according to specifications before settlement of bills and ensuring timely submission of payment requests
Providing quarterly monitoring reports on civil works progress, performance of supervision consultants, and proposing remedial actions for critical issues
Undertaking regular field visits to monitor implementation and safety standards while delivering independent site audit reports on quantities and quality
Maintaining a culture of continuous improvement across all aspects of the working environment and projects
Requirements:
Bachelor’s degree in civil engineering or related discipline with a membership in a Professional Institution or status as a Registered Engineer
Minimum of 15 years’ experience in design and delivery of water and wastewater infrastructure projects
Completion of at least 2 projects of similar scope is preferred
Demonstrated experience as a Team Leader managing multidisciplinary teams
Must have knowledge of FIDIC contracts (Previous experience with FIDIC Gold Book is highly desirable)
Operational experience with wastewater treatment schemes, delivery of works under D&B / DBO forms of contract, and familiarity with project quality assurance
Experience working in developing countries is required
Previous experience managing infrastructure projects financed by Multilateral Development Banks (MDBs) such as Asian Development Bank or World Bank
Excellent knowledge of spoken and written English combined with superior communication, reporting, and computer skills
An agile “Can-Do” mindset with strong cultural awareness and the ability to prioritise work and manage many tasks concurrently
Nice to have:
Prior experience in the Pacific is highly advantageous
