Description of the assignment: To provide comprehensive technical assistance for the finalization, harmonization, and nationwide operationalization of the Startup Law, MSME Law, and the National Innovation & Entrepreneurship Policy (NIEP). The consultancy shall evaluate the current status of implementation, identify institutional and regulatory gaps, and design a detailed, context-adapate implementation strategy, including tools, workflows, dissemination mechanisms, and capacity-building measures, ensuring that these frameworks are not only legally sound, but effectively implemented, widely accessible, and capable of generating tangible benefits for entrepreneurs and MSMEs throughout Angola, to ensure that it is benefiting all.

Requirements:

  • Master’s degree in engineering, IT, law, public policy, economics, development studies or related field
  • Minimum 7 years’ experience in legal and regulatory reforms and strategies and policy formulation related to MSME/Start-up ecosystems
  • Proven experience as team leader of a multidisciplinary teams in at least three similar reform assignments (in donor-funded projects)
  • Demonstrated Strong leadership, analytical, and report-writing skills, with a proven ability to engage and coordinate diverse stakeholders (government, private sector, development partners)
  • Knowledge of the Angolan MSME and entrepreneurship policy context is required
  • Fluency in Portuguese and English is mandatory

Nice to have:

Experience in Sub-Saharan Africa is highly desirable
