Amentum is seeking a dynamic Targeting Ops Analyst to identify, analyze, and articulate requirements and artifacts in the planning and operational execution in support of the U.S. Indo-Pacific Command (USINDOPACOM) Operations Directorate as part of the Joint Fires Division at Camp H.M. Smith, Hawaii.
Provide Joint Target Intelligence (JTI) to include target system analysis, joint target development, target list management, and combat assessment IAW Joint Publication (JP) 3-60, Chairman of the Joint Chief of Staff Instruction (CJCSI) 3121, CJCSI 3122, CJCSI 3160, CJSCI 3370, and CJCSI 3162
Produce all-source analytic damage estimates and battle damage assessments and assist with combat assessment requirements
Conduct collateral damage estimation, perform target list management, target strategy development, and provide JTI support to deliberate and dynamic target engagements
Provide recommendations for target prioritization to achieve commander objectives for plans and operations
Assist with JTI support to dynamic targeting IAW JP 3-60 and joint target enterprise management, target enterprise management (training, automation, standardization, exercise coordination, and readiness), to United States Cyber Command (USCC) Commander, the USCC J2, J3, J5, and SJA staffs, and the USCC Components
Assist with long range planning including writing JTI material for plans and orders, and coordinate JTI efforts within USINDOPACOM, its components, and COCOMs
Produce joint target materials that include, but are not limited to, Target System Analysis (TSA), Electronic Target Folders (ETFs), target graphics, and Battle Damage Assessments (BDA)
Use a wide-range of all-source intelligence research and analytic tools and techniques to conduct target systems analysis, target development, and BDA, and to provide recommendations to the J2, J3, J5, and USCC Components to conduct OCO/DCO-RA
Conduct staff functions, including creating, managing, and coordinating responses to formal staff packages, responding to requests as subject matter experts, acting as subject matter experts during operational, planning, and joint targeting meetings, working groups, and coordination boards.
Requirements:
Bachelor's Degree
10 or more years of experience supporting the Department of Defense (DoD).
At least three years of experience in INDOPACIFIC AOR
At least five years of experience in Targeting Operations.
Subject Matter Expert (SME) knowledge of the Joint Targeting Process.
Able to work independently with limited oversight and function effectively as part of a team in a joint working environment.
Perform with attention to detail and operates with a sense of urgency while delivering high quality client-facing deliverables.
Able to adjust to frequent changes in priorities, effectively managing time and working across multiple projects with competing deadlines.
Excellent oral and written communication skills.
Proficient at authoring analytical and/or policy documents.
Minimum one year of experience working with AI / Language Model (LM) tools.
Must have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.
Nice to have:
Two years of experience forward deployed as a Targeting Analyst
Graduate of Joint Targeting Course and/or Target Development Course
Five years of experience in military planning
Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests
In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
