Provide Systems Engineering and project management support to DoD program offices coordinating and applying systems engineering processes, methods and tools over an entire project/product lifecycle for the entire program.
Job Responsibility:
Provide Systems Engineering and project management support to DoD program offices coordinating and applying systems engineering processes, methods and tools over an entire project/product lifecycle for the entire program
Work across multiple program management offices, technical teams, and engineering IPTs to evaluate, synchronize, and integrate systems engineering activities across the full vehicle program lifecycle
Develop high-level systems architectures, requirements decomposition, and engineering strategies to support implementation of system capabilities onto ground vehicle platforms
Lead the development, coordination, and execution of the Systems Engineering Plan (SEP) and related policies and procedures in alignment with DoD, Army, and Marine Corps guidance
Author technical sections of Statements of Work (SoW), engineering contract language, and system integration tasking
Represent the government engineering office by overseeing and managing contractor execution of engineering tasks identified in the SoW
Support programmatic issue adjudication by providing technical analysis, requirements assessments, and architecture impacts across the vehicle program
Represent the program office in coordination with external stakeholders including PEOs/PMs, MARCORSYSCOM, GVSC, PEO LS, OSD, and other engineering organizations
Ensure alignment of systems engineering data, integration schedules, and system interfaces
Ensure end-to-end systems engineering integration including verification and validation (V&V), interface definition, safety analysis traceability, performance analysis, and technical review execution
Lead requirements decomposition into system-level and subsystem-level specifications
maintain verification traceability through RVTMs, ICDs, system performance specifications, and architecture artifacts
Support and/or lead technical reviews in accordance with IEEE 15288.2 and Army/USMC SETR processes
Perform programmatic and project management functions such as developing RFPs, monitoring contractor deliverables, and assessing cost/schedule/performance impacts to engineering activities
Develop, prepare, and present regular engineering status updates to PMs, DPMs, and senior engineering stakeholders
Establish and support systems engineering policy, processes, methodologies, and tools used by the program office
Provide technical oversight for engineering tasks including system analysis, trade studies, lifecycle cost estimation, risk management, and requirements engineering activities
Facilitate alignment of engineering documentation for platform integration, safety confirmation, test readiness, and system acceptance
Coordinate and manage engineering issue documentation, open item resolution, and deliverable preparation across working groups and IPTs
Requirements:
U.S. Citizenship is required
Must be able to obtain and maintain a DoD Secret clearance
Bachelor's degree in an engineering discipline (Systems, Electrical, Mechanical, Computer, engineering or computer science) with a minimum of 8 years of experience in systems engineering for complex networked or vehicle platforms
Strong background in systems engineering processes including, Requirements definition and analysis, Requirements decomposition, Verification and validation (V&V), System architecture and interface definition, Trade studies and technical planning, Program protection and MOSA planning
Demonstrated experience leading integrated product teams (IPTs) and coordinating technical activities across multiple organizations
Experience reviewing and evaluating engineering deliverables including specifications, ICDs, architecture products, test plans, and V&V artifacts
Strong communication and interpersonal skills
ability to manage competing technical priorities and work with contractors, government teams, and senior leadership
Proficiency with Microsoft Office tools including Word, Excel, PowerPoint, and Project
Ability to work independently with minimal supervision while maintaining alignment with program objectives
Ability to travel to contractor, government, or test sites (approximately 10%)
Candidates must be willing to perform this role 100% on-site
Nice to have:
Experience supporting DoD ground combat vehicle development or other complex military system engineering efforts
Knowledge of systems engineering processes applicable to Army/Marine Corps programs, including SETR and IEEE 15288.2
Familiarity with PEO LS, MCSC, GVSC, PEO CS&CSS, or similar acquisition organizations
Experience with safety engineering integration, functional hazard analysis, and traceability through system requirements
Experience with vehicle system integration, subsystem architecture analysis, and engineering documentation development
Understanding of the DoD acquisition process and its relation to engineering deliverables and technical decision-making
