Job Responsibility:
Responsible for supplier sourcing, preparing bid packages, soliciting and leading supplier proposal evaluations
employ value analysis techniques to analyze cost/price technical capability and financial viability, investigate supplier’s ability to perform within the proposed cost, technical, and schedule parameters
Responsible for assigned category supplier tactical and strategic relationships, may participate on a Category Management team in the development of category strategies, risk assessments, performance tracking, and to drive supplier performance. Execute and manage category specific, technically complex procurements
Represent ISC at various levels on cross-functional teams to drive business success
cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders
Perform all subcontract management functions including modifications, manage funding, track supplier spend, milestone payment plans, evaluate accuracy, and authorize payment of invoices
solicit Engineering Change Proposals, manage Subcontractor Data Requirement List (SDRL) communications and deliverables
Responsible for all aspects of subcontract execution from proposal through product delivery. Authorized signature authority for procurements, subcontracts, and contractual point of contact with suppliers. Serving as a single point of contact to the subcontractor/ supplier while fostering collaboration between the subcontractor/ supplier and the BAE Systems team, including the Program Manager, Engineering team, Project Engineering group and Quality team
Identify supplier risk and opportunities to achieve program objectives
develop risk assessments, manage supplier risk through targeted negotiation strategies/plans in conjunction with the associated team/technical leads
lead contract negotiations
Develop subcontract management plans in conjunction with Category Management teams
determine contractual methodologies for supplier performance that align to the negotiated contractual baseline, such as delivery incentives, fee plans, and required supplier status meetings, programmatic reviews, etc.
Conduct the contracting process in adherence with US Federal Acquisition Requirements, Public Law, Company and Supply Chain Policies and Procedures
Negotiate and coordinate additions, deletions, or modifications to the subcontracts
Participate on Strategic Sourcing and Category Management teams
Responsible for the management of supplier performance throughout the contractual lifecycle
resolve supplier performance issues and any internal issues that affect supplier performance
Maintain a regular and predictable work schedule
Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment
Perform other duties as necessary.
Requirements:
Bachelor’s degree plus 4 or more years related experience
Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education
FAR/ DFAR Experience
Experience with Fixed Price, Cost Reimbursable, and Time and Material Subcontracts
SDRL Management and Invoicing Experience
Ability to effectively relate with others and cooperate as a team member
Ability to build effective relationships at all levels of the organization, using excellent interpersonal organizational and communication skills
Excellent organizational skills, problem solving skills, and the ability to interface with suppliers, internal customers, and external customers
A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.
