Amentum, a global leader in critical mission support, engineering, technology, and national security solutions, is seeking a Subcontract Administrator III to support a government contract based in Kings Bay, Georgia. The KBOS contract operates 24/7/365, with standard hours Monday–Friday, 0700–1600. Onsite with potential opportunity to work hybrid. Responsible for all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Responsible for ensuring compliance with government and Amentum policies and procedures. This is a mid/senior level position that will be expected to possess a solid understanding of government subcontracting, work independently with minimal instruction, be solution-oriented, contribute meaningfully to team and/or organizational goals, demonstrate excellent judgement and business acumen, collaborate with stakeholders and other departments, identify risks and mitigation strategies, and support special projects.
Job Responsibility:
Coordinate, develop, and produce subcontract documentation such as NDAs/TAs, subcontracts agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence
Coordinate, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, RFPs, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions
Select the appropriate Subcontract type (FFP, CR, T&M, IDIQ, etc.) that is best suited for the prime contract, program needs, and overall risk profile
Evaluate proposals, determine offer responsiveness, responsibility, and eligibility for award, and perform discussions and negotiations
Performs due diligence research for subcontractors, vendors, and consultants
Develop and maintain subcontract files in accordance with Amentum policies, procedures, and processes
Monitor and track subcontractor deliverables including but not limited to invoices, certified payroll reports, daily status reports, etc.
Review and process subcontract purchase requisitions
Review contract documents and coordinate with Contracts Manager/Project Manager of any issues found
Reviews prime contract documents for FAR compliance issues and ensures compliance with those FARs throughout contract performance
Works with Legal and Contracts to resolve subcontractor disagreement of terms and conditions, execute contract terminations or to file a claim as required
Coordinate with accounting and finance departments in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process
Responds to inquiries, provides reports containing all requested contract data, analyzes incoming correspondence for action required, researches and resolves problems related to day-to-day contract administration and associated operational issues
Ensure compliance with company policy and procedure
Support internal and external audit
Perform all other position related duties as assigned or requested
Requirements:
Bachelor's degree in Business Administration or related field, and five (5) years of experience in subcontracts, procurement, supply chain or related field, or a Master’s degree and three (3) years of experience
At least three (3) years of prior experience must be directly with subcontract administration
Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college
Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)
US Citizenship
Active Secret or TS/SCI Clearance
or ability to receive or maintain Secret or TS/SCI clearance
Nice to have:
Understanding of contract requirements, risk management, contract documentation, and procurement for services and construction services
Ability to read, analyze, and interpret general business procedures and governmental regulations (Federal Acquisition Regulations (FAR))
Knowledge of prevailing wage requirements, to include Davis Bacon Act, Service Contract Act/Wage Determination, Collective Bargaining Agreements preferred
Ability to write effective business correspondence and subsidize language in contracts
Ability to effectively present information, receive and respond to questions from groups of managers, clients, and customers both orally and in writing
Ability to interface with subcontractors to negotiate, resolve disputes, and make sound business decisions
Excellent communication and negotiation skills and working knowledge of Sharepoint, Microsoft Office Suite, and integrated software applications are required
