Job Description:

BAE is seeking a Subcontact Administrator II resource to join its organization.

Job Responsibility:

  • Work independently, as well as serve as subject matter expert for sub contractual matters within a cross-functional program team including in-depth understanding of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Influence cross-functional teammates to manage supplier relationships and overall subcontractor performance including technical, quality, and overall contract performance
  • Drive completion of activities by cross-functional teammates in support of subcontract administration need by dates
  • Take the lead in identifying potential sources of required goods or services, develop and issue Requests for Quotations (RFQs) or Requests for Proposals (RFPs), develop an evaluation criteria, manage the source selection and Make/Buy process by leading the proposal evaluation team, where applicable, in reviewing and evaluating proposals for documentation adequacy, proposal requirements compliancy, negotiate subcontractor proposals and document subcontract files in compliance with applicable laws and legislation, and Procurement policies and procedures
  • Develop and prepare subcontracts, or subsequent contract modifications, of multiple contract types and of varying complexity for goods and services with U.S. and international suppliers that are in accordance with applicable laws, legislation, DoW contracting regulations and program special provisions and document subcontract files in accordance with established Procurement policies and procedures
  • develop and negotiate all subcontract changes
  • Develop and negotiate subcontract terms and conditions, special flow-down terms and conditions including estimated cost/price, delivery, quality, and performance requirements
  • Document negotiations in accordance with Procurement policies and procedures
  • Full accountability to lead and manage timely execution of subcontracts modifications and ensure effective subcontractor performance through the period of performance by monitoring and managing the overall performance of subcontractors to support the achievement of contract, technical, schedule, quality and financial performance objectives
  • Perform subcontract closeout in accordance with established Procurement policies and procedures
  • Able to assess, prioritize, drive issues to closure and be assertive when required
  • Exercise discretion and independent judgment in the performance of duties
  • Exhibit best practice work habits and collaborate with other team members to promote operational excellence in a product development environment
  • Develop, negotiate, and execute related agreements, such as non-disclosure agreements and Advance Procurement Actions or strategic agreements such as Teaming Agreements

Requirements:

  • Bachelor's Degree with 2+ years or more of related work experience in contracting and supplier management or equivalent education/experience
  • Strong experience negotiating, executing, and managing subcontracts
  • Understanding/knowledge of CPSR audits and requirements
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process
  • Ability to make strategic decisions/demonstrate critical thinking using sound judgement while complying with company policies / procedures and applicable state and federal laws and regulations
  • Ability to exhibit sound interpersonal and collaboration skills while interfacing, coordinating, and negotiating with company personnel, customers, and suppliers
  • Willingness and desire for continuous improvement with effective problem-solving abilities
  • Detailed oriented with excellent time management/organizational skills
  • Effective communication skills (verbal and written)
