Job Description:

Strategic Technical Lead (Majors) role within Buckinghamshire Council's Planning and Environment team, focusing on leading complex planning projects, including Nationally Significant Infrastructure Projects (NSIPs), and shaping the future of development across Buckinghamshire.

Job Responsibility:

  • Provide expert leadership and technical guidance on complex and high-profile planning projects
  • Act as the technical specialist within the Planning and Environment service
  • Drive best practice and innovation across major applications, strategic growth initiatives, and nationally significant infrastructure projects
  • Shape and influence planning outcomes at a local and regional level
  • Lead on complex casework and manage multi-disciplinary project teams
  • Champion service improvements including digital transformation and customer-focused solutions
  • Play a key role in cultural change initiatives
  • Manage Planning Performance Agreements (PPAs), ensuring timely delivery of milestones and income targets
  • Maintain a technical caseload
  • Prepare and present detailed reports
  • Provide expert advice to elected members
  • Represent the Council at committees, public inquiries, and hearings as an expert witness
  • Work closely with Major Team Leaders, senior officers, developers, and stakeholders to negotiate complex agreements and secure infrastructure improvements
