As Strategic Finance Manager, you’ll operate at the highest level of local government finance, working directly with Strategic Directors and the Section 151 Officer to lead the organisation’s medium to long-term financial planning. This is a role where your expertise will influence millions of pounds of investment, drive major transformation programmes, and ensure the authority can continue delivering essential services to some of the most diverse communities in the region. You’ll be part of the Finance Management Team, providing strategic oversight across departmental budgets ranging from £160m to £650m, leading complex savings programmes, and pioneering innovative approaches to financial management that go beyond current national best practice. This isn’t about simply managing numbers—it’s about being a strategic partner who challenges, influences, and drives meaningful change.
Job Responsibility:
Operate at the highest level of local government finance
Work directly with Strategic Directors and the Section 151 Officer
Lead the organisation’s medium to long-term financial planning
Influence millions of pounds of investment
Drive major transformation programmes
Ensure the authority can continue delivering essential services
Provide strategic oversight across departmental budgets ranging from £160m to £650m
Lead complex savings programmes
Pioneer innovative approaches to financial management
Be a strategic partner who challenges, influences, and drives meaningful change
Lead and develop a specialist finance team (3-9 professionals)
Identify and implement innovative solutions
Regular engagement with government departments, influencing funding allocations and policy development
Requirements:
Fully-qualified accountant (ACA or CIMA or ACCA or CIPFA)
Demonstrable success at senior management level in a complex organisation
Exceptional analytical capability
Ability to work through complex problems
Ability to develop sophisticated financial models
Ability to lead commercial negotiations
Understanding of the political landscape of local government
Gravitas to provide high-level advice in challenging circumstances
Leadership skills to inspire and develop high-performing teams
Driven by the desire to make a positive difference to public services
