Job Description

Meta designs, builds, leases, and operates the most innovative and efficient data centers in the world. Developing, operating, and managing the data center infrastructure and facilities the “right” way is synonymous with ensuring high uptime, capacity availability, flexibility and capital and operational cost efficiency in a safe working environment. Meta is seeking a Stormwater Program Manager to support cross-functional program efforts for the large and growing global infrastructure portfolio during pre-development, design, construction, and operations phases. This position will report directly to the Water Team Manager within the broader Site Development team and will work closely with other Infrastructure teams. Travel may be needed to visit sites to better understand design and operations, meet site teams, and attend agency and stakeholder meetings.

Job Responsibility

  • Develop and lead the growth of the stormwater program within Meta infrastructure projects as the company continues to grow
  • Lead stormwater due diligence, including evaluation of potential stormwater impacts from offsite water sources, direct discharges, and construction, as well as completing stormwater risk assessments
  • Lead discussions and maintain long-term relationships with public utilities and regulatory agencies regarding technical aspects of stormwater projects, including planning, design, construction, permitting and operations/maintenance, as well as other offsite infrastructure improvements
  • Coordinate with internal teams to identify, implement, and monitor stormwater Best Management Practices during construction and operations, including alternative and construction stormwater uses
  • Review and interpret environmental reports, topographic surveys, and geotechnical data
  • Advance development and ownership of site-specific stormwater maintenance plans and agreements, in accordance with federal/state/local and internal requirements as applicable, in collaboration with design, environmental, and operations teams
  • Confirm that stormwater monitoring and reporting requirements are integrated within operations teams maintenance plans/procedures, including onboarding documentation for vendors in support of site operations
  • Work with internal and external stakeholders to coordinate stormwater-related utility billing activities and external stakeholder communication
  • Periodically review and identify regulatory changes, in collaboration with the Meta Policy team and Environmental Compliance team, by monitoring relevant policies that could affect stormwater for specific sites (in construction and/or operationally)
  • Facilitate and drive communication and cross-team coordination between internal stormwater stakeholders, including Environmental, Sustainability, Engineering, Design, Construction, and other teams
  • Provide expertise to broad internal and external teams, coordinating on relevant stormwater issues and requirements across the project lifecycle
  • Develop training and educational tools regarding compliance and awareness
  • Scope, review findings, and provide direction to consultants and internal teams, when needed
  • Travel domestically (up to 30%)

Requirements

  • Bachelor’s degree in related field
  • 10+ years professional experience in the planning, design, construction, and operation of utility or private infrastructure projects related to stormwater design, construction, operations and/or compliance
  • Technical expertise related to stormwater discharge, reuse, as well as policy, permitting, and regulations
  • Professional experience in working with public utilities and regulatory agencies
  • Demonstrated experience with communication, organizational and program management skills
  • Experience managing multiple projects concurrently and coordinating with internal staff, external consultants, and other stakeholders
  • Experience working in teams, establishing and maintaining cross-functional and working relationships
  • Experience communicating and working with highly confidential information
