Job Description

Manages the planning and execution of storage tank projects. Provided with an annual tank plan, this role is expected to work with multiple departments to plan, forecast, and execute tank maintenance, specifically focusing on MI compliance. You will be responsible for facilitating and supporting each tank job from clearing the tank, cleaning, inspecting, repairing, and returning to service. All current engineering practices, environmental regulations, and current code requirements are expected to be met during repairs and replacements of tanks. This role is expected to develop project timelines and provide weekly spending and forecast monthly budget.

Job Responsibility

  • Manages the planning and execution of storage tank projects
  • Provided with an annual tank plan, this role is expected to work with multiple departments to plan, forecast, and execute tank maintenance, specifically focusing on MI compliance
  • Responsible for facilitating and supporting each tank job from clearing the tank, cleaning, inspecting, repairing, and returning to service
  • All current engineering practices, environmental regulations, and current code requirements are expected to be met during repairs and replacements of tanks
  • Develop project timelines and provide weekly spending and forecast monthly budget
  • Successfully plans, manages and executes all OPEX projects involving company storage tanks
  • Successfully plans, manages and executes all CAPEX projects involving company storage tanks
  • Creates and implements comprehensive storage tank project execution strategy to include schedule, budget, procurement, resources, quality, risks, change management and communication according to Delek's Project Executive Process (DPEP)
  • Performs all tank work activities within the Required Engineering Practices and applicable code dictating safe tank entry practices
  • Produces tank outage scopes of work, project plans, cost estimates, Authorization for Expenditure (AFE) forms, work schedules, Management of Change (MOC), and other required documentation
  • Ensures the timely input of subject matter experts (SMEs) into the design process
  • Interfaces directly with SMEs as necessary to obtain input and resolve storage tank issues
  • Manages the bidding process, evaluation and choosing appropriate team members and contractors/vendors, working with Supply Chain to resolve contract disputes and any other applicable contractor and inspector issues/disputes
  • Manages budget, weekly PO burn rates, monthly forecasting, headcount, and safety of projects
  • Ensure contractors perform work per Delek safety policies and perform frequent routine auditing of jobs, permits, LOTO, and confined space work
  • Perform bridging sessions with new contractors onsite prior to allowing to work to begin
  • Leads tank entry plan meetings for all tanks prior to beginning work
  • Provides input on storage tank technical reviews to ensure detailed engineering meets corporate engineering standards

Requirements

  • High School Diploma or GED (Required)
  • In lieu of the above education requirements, an equivalent combination of education and experience may be considered
  • One (1) or more years experience successfully managing projects in the $1-5MM range during development and execution (Required)
  • One (1) or more years storage tank erection or inspection experience (Preferred)
  • Two (2) or more years SAP or equivalent (Matrix, Maximo) experience (Required)
  • Two (2) or more years project management experience, including budget management (Required)
