The Division of Behavioral Health and Recovery is seeking to hire a Stationary Engineer Chief for the Elgin Mental Health Center located in Elgin, Illinois. Will serve as the Chief Engineer and lead worker for staff in the Elgin Mental Health Center. Performs responsible administrative work in planning, organizing, evaluating, managing and directing all phases of physical operation and maintenance for the Elgin Mental Health Center.
Job Responsibility:
Serves as the Chief Engineer for the Department of Human Services (DHS), Elgin Mental Health Center
Performs responsible administrative work in planning, organizing, evaluating, managing and directing all phases of physical operation and maintenance for the Elgin Mental Health Center
Prepares request for expenditures forms for equipment and repair/installation needs for the DHS, Elgin Mental Health Center
Makes rounds of the boiler and mechanical rooms to read gauges as well as making rounds of entire facilities to observe the operation of all equipment, systems, generators, and other machinery
Serves as designated lead worker
Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, Joint Commission, Department of Public Health, Department of Public Aid, Occupational Safety and Health Administration (OSHA), State Fire Marshall, environmental Protection Agency (EPA) and all other applicable
Performs other duties as required or assigned which are within the scope of the duties enumerated above

Requirements:
Requires knowledge, skill, and mental development equivalent to completion of high school
Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsperson in the mechanical or building trades
Requires possession of a valid certificate as a Universal Technician under U.S.E.P.A Section 608 Rules
Requires stationary engineer license certificate for the City of Elgin or the City of Chicago
Requires the ability perform the physical functions and tasks associated with engineering including but not limited to ladder climbing, squatting, kneeling, bending and walking
Requires ability to lift, push and pull up to 50 pounds independently and up to 100 pounds with assistance
Requires the ability to work shifts, including weekend and holidays
Requires the ability to serve on-call basis and to utilize agency supplied materials/equipment (e.g. pager, cellphone, etc.) for emergencies
Requires an appropriate valid driver’s license
Requires the ability to travel in the performance of job duties
Requires the ability to utilize office equipment, including personal computers
Requires ability to pass the IDHS background check
Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law
Nice to have:
Five (5) years of specialized experience in the operation of high-pressure/low pressure coal, gas or oil-fired boilers and their appurtenances
Five (5) years of specialized experience in water treatment and various chemicals used in boiler systems
Five (5) years of specialized experience diagnosing problems in mechanical, electrical, heating and air-conditioning/HVAC systems
Five (5) years of professional experience directing the work of employees and outside contractors engaged in the operation and maintenance of technical stationary engineering power plant building systems
Five (5) years of professional experience taking utility readings, logging records, ensuring maintenance schedules are followed, reviewing and actioning maintenance reports for technical stationary engineering power plant building systems
Five (5) years of experience diagnosing building and mechanical issues, recognizing potentially dangerous situations and implementing appropriate emergency responses
Five (5) years of specialized experience in public health Occupational Safety and Health Administration (OSHA) regulations and building codes of technical stationary engineering power plant building systems
Five (5) years of experience following and expressing complex ideas clearly both orally and in written form in the field of technical stationary engineering power plant building systems
