Job Description:

The Operations Excellence Specialist is responsible for managing and administering elements of the Operations Excellence Management System contained in IMS. This position owns all things Operational Excellence, Continuous Improvement, and Continuity from a work process and tools perspective. This role Is charged with ensuring that operational excellence processes are well defined, supported by well-developed tools, and uniformly delivered and executed across the Operations organization.

Job Responsibility:

  • Manages and administers elements of the Operations Excellence Management System contained in IMS
  • Owns all things Operational Excellence, Continuous Improvement, and Continuity from a work process and tools perspective
  • Ensures operational excellence processes are well defined, supported by well-developed tools, and uniformly delivered and executed across the Operations organization
  • Maintains a safe, compliant, and efficient work environment by following, implementing and enforcing Company standards and procedures and complying with legal regulations
  • Serves as Site administrator for all IMS – Operational Excellence elements
  • Responsible for development of site procedures that are aligned with and compliant to corporate IMS standards
  • Responsible for development and rollout of tools to support Operational Excellence work processes
  • Monitors for and manages uniform and consistent application of site procedures and associated tools across Area Business teams
  • Provides coaching and feedback to operating teams and Production Supervisors on procedure compliance and tools implementation
  • Heavy audit and observation component
  • developing and implementing corrective actions for continuous improvement based on audit and observation feedback
  • Ensures that any formal discipline is administered consistently across the site and business teams
  • Serves as investigation lead for administrative investigations
  • Maintains “dotted line” administrative responsibility for Production Superintendents
  • Engages with other member of the Operations Leadership Team in development of procedures, processes, and tools
  • Leads or assists in the investigation and closure of Gensuite incidents in assigned area
  • Ensures adherence to Labor Agreement, Company policies and process standards
  • Develops and monitors KPIs for Operational Excellence processes and tools
  • Owns and manages the Validate & Verify process
  • Supports Production Supervisor and Unit Technical Trainer to ensure new and existing operators and staff are fully trained
  • Motivates work group to ensure performance of assigned duties/responsibilities to achieve daily targets
  • Achieves goals while maintaining employee accountability, positive team morale, employee involvement, and teamwork
  • Evaluates alternatives and employs sound decision-making in a fast-paced work environment
  • Leads the Production Supervisors peer group to aid in site continuity
  • Performs other duties as assigned

Requirements:

  • 2 year / Associate Degree (Required)
  • In lieu of the above education requirements, an equivalent combination of education and experience may be considered
  • Four (4) or more years supervisory/management experience required related experience (Required)
  • Ten (10) or more years experience in refining, petrochemical or chemical role (Required)

  • Manage the short term risks for unit by driving daily maintenance by revewing , approving and priortizing work orders in step with the operations maintenance coordinator
  • Manage the refinery risk profile by setting T/A / outage, project, and long-term scope & priorities to reduce the probability of LPO and incident including management of assigned cost centers
  • Ensure that the shift organization develops the competency necessary to run the refinery safely and efficiently through training assurance and unit specific training programs
  • Serve as SME for assigned unit, assist with unit specific troubleshooting and optimization while also taking ownership of development of unit specific processes, standards and procedures
  • Represent Operations as the stakeholder in the Scoping phase of projects from FEL 0 to FEL 2
