Job Description

The Process Controls Engineer provides process control engineering solutions and support to DKL Operations and Technical teams. This role involves working with industrial automation, plant control systems, and data communication applications. The Process Controls Engineer possesses working job knowledge and experience and is typically on a steep learning curve, moving toward full competency and becoming an independent problem solver and decision maker. The incumbent will perform a range of moderately complex assignments, developing the ability to do more complex work, and will analyze possible solutions using standard procedures, guidelines, or policies, receiving a moderate level of guidance and direction.

Job Responsibility

  • Provides direct support to operations, including field support as needed.
  • Under supervision, develops sophisticated industrial automation, plant control, database, and data communication applications, using state-of-the-art software, across a wide range of applications.
  • Under supervision, creates mid-to-complex process logic controller (PLC) or Distributed Control System (DCS) applications for midstream facilities.
  • Under supervision, develops upon common DeltaV, Allen-Bradley Logix, ABB FlowX, Omni, and Modicon platforms.
  • Develops HMI visualization applications
  • these applications are developed in a multitude of proprietary programming languages designed by vendor companies including DeltaV GE, Rockwell Automation, Siemens, Schneider, Wonderware.
  • Develops functional specifications, cause & effect diagrams, controls narratives, I/O lists, and SCADA configuration sheets for remote and locally monitored facilities.
  • Under supervision, designs, programs, tests, integrates, and supports PLC and DCS programming for complex site-wide process controls platforms, including DeltaV, Allen-Bradley RS Logix, Modicon, and FlowX.
  • Works within Delek Logistics' Electrical, Instrumentation, and Controls Engineering team, as needed to resolve operations issues.
  • For field PLC or plant DCS control systems, attends factory acceptance testing (FAT), conducts and verifies customer acceptance testing (CAT), schedules and coordinates SCADA point-to-point activities and loop checks with Operations, as necessary.
  • Utilizes and follows Delek's management of change (MOC) process for all programming changes and site upgrades.
  • Reviews project documentation, drawings, equipment specifications, and control loop narratives.
  • Under supervision, provides capital and expense project support and conducts feasibility and simulation studies evaluating economic value and impact on existing control systems' installations.
  • Participates in teams to support DKL activities such as process unit alarm management, defect elimination, Process Hazard Analysis (PHA), and Management of Change (MOC).

Requirements

  • 4 year / Bachelor's Degree (Required)
  • 3-5 years of midstream pipeline and/or gas processing experience is preferred, OR 6+ years of refining, or upstream oil & gas experience required.
  • 3-5 years of DeltaV support and programming experience in continuous process facility preferably in midstream gas processing or downstream petrochemical or refining operation.
  • Additional experience in other programming languages such as Microsoft Visual Basic, C++/C#, Microsoft SQL Server is very beneficial.
  • Working knowledge of PHMSA regulations, DOT Part 195, ASME B31.3, B31.8and B31.4 design standards, and API Recommended Practices.
  • Overnight travel to company locations and facilities for meetings, training, special projects, emergency planning, or information gathering will be required.
  • Must maintain a valid driver’s license.
  • Must be able to obtain a TWIC card.
  • Must be willing to submit to DOT random drug & alcohol screening.
