Job Description

The Operational Excellence Specialist drives effectiveness and improvement across all aspects of the Operations organization. This includes work processes and standards (IMS OEMS), organizational structure and cadence, tools and training, and people development.

Job Responsibility

  • Drives effectiveness and improvement across all aspects of the Operations organization
  • Responsible for effectiveness for all IMS – Operational Excellence elements
  • Responsible for development of site operations excellence procedures that are aligned with and compliant to corporate IMS standards
  • Responsible for development and rollout of tools and training to support Operational Excellence work processes
  • Responsible for the cadence of operations-owned meetings (Start-of-shifts, 9AM, ABTs, etc) to ensure effectiveness
  • Facilitates 9AM meeting
  • Member of the Production Leadership Team and responsible to facilitate the PLT including meeting agendas, cadence, minutes, actions
  • Has a hard dotted line of administrative responsibility leading Production Superintendents, focusing on consistent execution on shift of core operating fundamentals, processes, and requirements
  • Takes direction from ABMs on P-Sup focus areas and drives progress
  • This position is considered an ABM developmental position
  • A requirement of this role is to develop the capability to stand in as interim ABM during high demand periods or as ABM vacation coverage
  • Represents site in Operations Excellence x-site networks or x-site initiative development
  • Site lead for Operations Excellence and OEMS audits
  • Monitors for and manages uniform and consistent application of site procedures and associated tools across Area Business teams
  • Provides coaching and feedback to operating teams and Production Superintendents on procedure compliance and tools implementation
  • Partners with support groups to align improvement efforts and drive strong change management
  • There will be a heavy audit and observation component to this role
  • including reviewing Level 1 Assurance data for Ops-owned elements and developing and implementing corrective actions for continuous improvement based on audit and observation feedback
  • Engages with other member of the Operations Leadership Team in development of procedures, processes, and tools
  • Leads or assists in site investigations
  • Develops and monitors KPIs for Operational Excellence processes and tools
  • Coordinates the operator hiring process (working lock-step with HR and L&D)
  • Leads the Production Superintendent peer group to aid in site continuity

Requirements

  • HS Diploma Required
  • Ten (10) or more years Experience in site-based refining, petrochemical, or chemical roles
  • Refinery Operations and processes
  • Process Safety Management (PSM) elements
  • Operational Excellence: - Operations Best Practices - Compliance - Issues Management
  • IMS Processes and Systems: - Site Procedures - Data Analysis - Performance Metrices - Reporting - IMS Systems
  • Health & Safety standards
  • Ability to deploy simple but effective tools and process improvements with sound change management
  • Strong coaching skills
  • Physical ability to work on and around industrial equipment, including climbing of stairs, ladders and in confined spaces, Ability to wear Personal Protective Equipment (PPE) in designated areas (hard hat, safety glasses, gloves, boots, hearing protection, respirator)
  • Maintains a safe, compliant, and efficient work environment by following, implementing and enforcing Company standards and procedures and complying with legal regulations
  • Ensures adherence to Labor Agreement, Company policies and process standards
