Job Description:

Regulatory Policy 1. Act to provide data and analytical support for specific segments of regulatory filings and/or audits. The Revenue Policy function is to plan, coordinate, recommend and support revenue requirement strategies for timely development of filings, along with responding to informational and audit requests from internal and external parties. 2. Assist with research and analysis of accounting, tax and financial issues associated with regulatory matters. Effectively communicate the analysis to appropriate management. 3. Apply critical analytical skills in the preparation of regulatory data filing requirements for rate case (distribution and transmission) proceedings. Assist in the drafting of witness testimony and prepare responses to discovery (data) requests of regulators and external parties. 4. Monitor regulatory hearings, proceedings and meetings (of Pepco and Delmarva Power). Prepare and analyze impacts of potential outcomes as requested. Regulatory Compliance 1. Under the direction of the Regulatory Compliance Manager, act as a conduit for regulatory compliance matters including but not limited to all records management matters to/from Pepco and Delmarva Power and Exelon, track and report ongoing commitments, and support other regulatory compliance policies and procedures. Provide day to day analytical and tactical support for Pepco and Delmarva Power Records and Information Management program and Commitments tracking program. Sustain adherence to the company's records and information management program by providing hands-on support to all Pepco and Delmarva Power departments. Sustain and respond to Commitments tracking inquires and maintenance. Enforce document control policies and deliver training in records and information management procedures, commitments tracking and reporting, and other regulatory compliance matters as needed. 2. Additionally, act as a subject matter liaison concerning a variety of other compliance areas facing the organization. Monitor and coordinate activities to manage compliance performance including regular status of compliance activities. Make recommendations for improvements and implement approved change to support Regulatory Compliance. Provide analytical and operational support to the Regulatory Policy & Strategy business unit including support for specific segments of the regulatory compliance initiatives. Position may be required to work extended hours, including 24 x 7 coverage during storms or other emergencies.

Requirements:

  • Five or more years electric and/or gas utility experience, primarily in the regulatory, rates, accounting, financial, or strategic planning areas

  • Reviews and evaluates Significant Industrial User (SIU) required data disclosure forms. accidental spill prevention plans, toxic organic management plans, and quality assurance plans. Assists in identifying potential SIUs and Municipal Industrial Users (MIUs). Assists in building plan reviews to ensure appropriate pretreatment infrastructure. Assists in the development of SIU discharge permits, monitoring requirements and other standards as required by applicable approved pretreatment programs. Maintains detailed files for each permitted industry including spill prevention and solvent management plans, periodic self-monitoring reports, site inspections and compliance monitoring reports and routine correspondence. Enforces industrial permit requirements and Boise city code in instances of non-compliance. Prepares and executes appropriate enforcement responses pursuant to the city’s required and approved Enforcement Response Plan
  • Inspects critical and sometimes hazardous areas of SIU-regulated industries
  • evaluates chemical storage, use and disposal, as well as process wastewater pretreatment facilities as required by the city’s IPDES permit. Coordinates with industrial facility personnel to ensure full access to regulated facilities. Assists industrial personnel to identify and evaluate process issues related to regulated used water (wastewater) discharge. Develops records reflecting inspection review of good housekeeping practices, equipment maintenance and calibration and waste management practices for compliance with local, state and federal rules and permit requirements
  • Maintains and uses a varied inventory of monitoring equipment, computer-programmed data loggers and manual and automatically used water sampling equipment. Performs compliance sampling and monitoring of discharge from SIU-regulated industries as required by the city’s EPA/IDEQ permit in a manner that ensures the generation of legally defensible data. Coordinates timing of events with city lab personnel to the maximum extent practicable for efficient use of resources
  • Compiles, collates and interprets monitoring data and presents for review by management and other work groups. Maintains records of industrial discharge flows for planning purposes. Supports various work groups by developing and maintaining data analysis tools that streamline and automate data quality control checks and statistical analysis. Troubleshoots, maintains and upgrades the Industrial User Database user interface on a routine basis. Locates and corrects data quality and integrity issues
  • Manages required pollutant-specific Best Management Practices (BMP) enforcement programs. Develops BMP outreach educational materials and inspection program procedures for use by environmental technicians during inspection of dental office, photographic printing and food service facilities. Coordinates with environmental technicians on a periodic sampling of used water discharge from required pretreatment equipment. Reviews sample analysis results and handles necessary enforcement action until compliance is achieved
  • Ensures all local independent sewer districts maintain and operate pretreatment programs in accordance with the IPDES permits and city agreement to provide pretreatment services. Provides technical assistance and direction to district staff to ensure procedures and inspection protocols are in line with city methods. Provides inspection and sampling technical assistance to independent outside sewer district pretreatment staff. Audits district program activities for compliance with pretreatment program requirements under the city's EPA/IDEQ permit. Provides technical or administrative assistance to environmental technicians in support of their contract-driven work in outside sewer district pretreatment programs. Assists city contractors with special projects. Assists other departments with environmental investigations. Develops Temporary Indirect Discharge Permits for special discharge requests
