Sr. Manager, Project Management- Network Policy & Rules Advisory

Job Responsibility:

  • Providing expert analysis, industry intelligence and effective challenge to ensure the Global Payment Network rules, technical specifications and other policies are aligned, current and consistent with industry standards
  • supporting the consolidation and re-architecture of Discover’s Operating Regulations and other policies
  • supporting a project to introduce, establish and maintain an Operating Rules Management and Publishing Platform for cross-functional use across the organization
  • Provide independent review, industry intelligence and effective challenge to proposed rule changes, product initiatives and network strategies to ensure consistency, clarity and alignment with industry best practices
  • Help identify gaps, inconsistencies and unintended consequences in the design and implementation of proposed network rules and technical specifications, recommending pragmatic, durable solutions
  • Support Operating Regulation waiver requests and related processes
  • Support the modernization and simplification of the Global Payment Network rules framework and implementation of a rules management and publishing platform
  • Build and maintain strong working relationships with peers and stakeholders across Legal, Risk, Product, Technology, Operations and external partners
  • Embrace and develop your skills in the use of technology (including AI-enables tools where appropriate) to improve rule and specification quality, consistency and operational efficiency, while retaining clear human accountability

Requirements:

  • Bachelors Degree
  • At least 4 years of experience in compliance or risk or at least 4 years of experience in an advisory role within payments or financial services
  • At least 4 years of experience in policy design, contract interpretation and rule-based governance models

Nice to have:

  • 5+ years of experience in the payments or Financial Services industry
  • 5+ years of experience in policy design, contract interpretation and rule-based governance models
  • Prior experience at or working closely with card networks, real-time payments networks, card payment acquirers or processors, or card issuers
