The HSSE Manager provides leadership, direction and guidance for the Refinery’s Occupational Health & Safety obligations. This role is responsible for ensuring compliance with applicable regulations, and effective application of safety related programs, implementing innovative solutions for evolving standards, establishing and fostering a healthy safety culture, and managing risks. This role provides technical expertise and support for occupational health & safety, emergency preparedness & response, industrial hygiene, industrial medical care and security programs within the refinery including regulatory knowledge and interpretation, risk control methods and best practices to all areas of the Refinery. The Safety & Process Safety Manager is engaged with regulators, community interest groups, contractors and consultants to ensure our Company commitment to keeping people safe and demonstrating process safety leadership. This position will collaborate with Corporate Health and Safety and Corporate Environmental and Regulatory Affairs to assist with developing and implementing company policies and programs, commenting on proposed rules and legislation, developing compliance programs for new regulations, and assisting with the overall improvement of company-wide safety performance.
Job Responsibility:
Provides leadership, direction and guidance for the Refinery’s Occupational Health & Safety obligations

Implementing innovative solutions for evolving standards, establishing and fostering a healthy safety culture, and managing risks
Provides technical expertise and support for occupational health & safety, emergency preparedness & response, industrial hygiene, industrial medical care and security programs
Engaged with regulators, community interest groups, contractors and consultants
Collaborates with Corporate Health and Safety and Corporate Environmental and Regulatory Affairs to assist with developing and implementing company policies and programs
Conducts studies and investigations to ensure compliance with government safety and health laws, standards and regulations, and industrial hygiene
Investigates accidents and promotes safety-conscious work performance and training programs
Provides safety performance measures
Determines root cause analyses
Provides guidance and leadership in administrating the development, implementation and execution of the policies, procedures, and safety management systems
Identifies and establishes leading (and lagging) indicator metrics that are tracked, trended, and used to identify areas for concern
Develops and implements long range plans to ensure safety, process safety, and security compliance and improve the overall performance
Develops and manages the safety, process safety, and security operating and capital project budgets
Implements strategies for industrial and occupational safety, emergency preparedness, industrial hygiene, industrial medical care and security
Responsible for implementing and organizing the Process Safety Management system and programs
Coordinates compliance review audits with corporate, governmental agencies and third-party personnel
Implements safety, process safety, and security training and ensures training compliance
Serves as technical resource to the DKL organization
Performs research/assessment of regulatory requirements to determine impact on DKL Operations
Provides regulatory interpretation to DKL health and safety staffs
Leads development and implementation of safety and health standards and initiatives
Collaborates with field health and safety staffs to define standards, procedures, and processes
Assists with accident/incident investigation and root cause analysis
Participates in location audits for compliance assurance and safety performance assessment
Identifies qualified external resources
Manages DKL Health and Safety Specialists, recruits, trains and coaches direct reports
Participates in budgeting
Requirements:
4 year / Bachelor's Degree (Required)
Two (2) or more years supervisory/management role in refining, petrochemical, or chemical industry (Required)
Eight (8) or more years Experience in safety related field (Required)
Preferred Certifications/Licensures: (CSP or CIH Certification)

Physical ability to work on and around industrial equipment, including climbing of stairs, ladders and in confined spaces
Ability to wear Personal Protective Equipment (PPE) in designated areas (hard hat, safety glasses, gloves, boots, hearing protection, respirator)

Must be able to travel as needed and to be on call
