Job Description:

This position is responsible for the development, implementation, administration, and continuous improvement of the company’s Pipeline Safety Management System (PSMS) in accordance with American Petroleum Institute (API) RP 1173 and industry consensus standards. This position will partner with internal stakeholders to advance PSMS programs and apply Plan-Do-Check-Act type management processes to ensure effective governance and widespread conformance to applicable EHSS standards. The position will also regularly evaluate progress of the company’s PSMS programs relative to industry peers and drive maturity and continuous improvement of the PSMS.

Job Responsibility:

  • Development, implementation, administration, and continuous improvement of the company’s Pipeline Safety Management System (PSMS) in accordance with API RP 1173
  • Partner with internal stakeholders to advance PSMS programs and apply Plan-Do-Check-Act type management processes
  • Regularly evaluate progress of the company’s PSMS programs relative to industry peers and drive maturity and continuous improvement
  • Provides expert guidance and leadership towards integration of PSMS program elements into the company’s management systems
  • Publishes effective communications that provide insight into the maturity of PSMS elements, upcoming milestones, and use of key performance indicators
  • Oversees change management processes and governance for new and existing assets
  • Coordinates the incident investigation program
  • Represents the company in associated industry forums
  • Monitors the safety culture of the company, implements programs and provides recommendations
  • Collaborates across departments and stakeholders to integrate the management system into processes and procedures
  • Conducts periodic gap assessments to measure the strength of PSMS-related management systems
  • Monitors changes in regulatory environments and evaluates their impacts
  • Delivers presentations to key stakeholders and contributors
  • Develops budgeting and project plans that align with the company’s goals to grow the PSMS program

Requirements:

  • 4 year / Bachelor's Degree (Required)
  • At least 10 years of experience in midstream oil & gas or related industries with increasing responsibilities in PSMS processes and related EHS management systems
  • Subject matter expertise of API RP 1173 program requirements and similar Plan-Check-Do-Act management systems in the oil & gas or related industries
  • Working knowledge of PHMSA regulations for hazardous liquids pipelines and related state requirements

  • Strong written and verbal communication skills, capability to organize and write plans, procedures and materials to communicate with senior leadership and operating units
  • Adept using MS Office software (Word, Excel, PowerPoint, Vizio) and related tools (MSTeams, Sharepoint)
