Job Responsibility
Acts as company representative in dealing with government agencies on environmental, health and safety matters affecting the plant
Develop and foster a team environment among EHS members and all facility areas
Direct and coordinate site Environmental, Health, Safety and Sustainability programs and compliances of ISO 14001/45001 standards
Ensuring that non-routine and routine operations are consistent with all EHS regulations, permits and Baxter standards
Analyze potential safety and environmental consequences of non-routine operations and projects before conducting any such activities that have not been previously analyzed
Manage and develop the site EHS MOC (Management of Change) program
Promote and develop EHS networking and internal resources management among all Baxter PR facilities
Ensure transport of licensed material according to all applicable DOT requirements
Ensure proper disposal of hazardous/non-hazardous wastes
Maintain an up-to-date compliance EHS calendar and timely submission of required documents and renewal requirements
Ensure that when EHS non-conformances or program weaknesses are identified, root causes are evaluated, and corrective actions are developed, implemented, documented and tracked to closure
Identify, develop and actively participate in all environmental, health, safety and security capital projects
Develops EHS&S safety culture philosophy for the facility
Evaluates hazardous conditions and practices and develops hazard control practices and programs
Promote goals and objectives in the sustainability, environmental, health and safety area that affects the facility
Develop Sustainability, Environmental, Safety and Industrial Hygiene, Threat Management (BCP) written procedures in accordance with federal and state government requirements and security procedures in line with Baxter Corporate requirements
Provides training on environmental, safety and industrial hygiene areas to plant personnel as required
Manages accident and/or incidents statistics and trends making recommendations for corrective actions
Manages and develops emergency procedures for the facility, including fire, environmental conditions, hurricane procedures and other natural disasters
Keeps informed on the latest the developments in federal and state safety and environmental laws likely to affect the facility
Assists SLT to understand PRASA, DNR, OSHA and EPA regulations and standards, including guidance on handling PRASA, DNR, OSHA and EPA compliance, inspections and citations
Investigates serious injuries in conjunction with line and staff personnel
Notifies top management of pertinent details
Manages all security operations, including supervision of the security force of the facility
Develops and manages the EHS annual budget
Develops and manages security guidelines and procedures according to Baxter philosophy
Supervises and administers the facility access control system
Observe confidentiality and data privacy rules at all time
The employee is required to use the appropriate Safety Equipment that Baxter requires to comply with all Safety and Security rules (in Regulated Areas), such as: safety glasses, safety shoes, uniform, special safety suit, gloves, ear plugs, safety stairs, etc.
Requirements
Bachelor Degree in Science or Engineering is required
Masters Degree preferred
7+ years of professional environmental, safety and Industrial Hygiene experience in manufacturing industry
Strong environmental experience with emphasis on wastewater, storm water, air and RCRA programs
Knowledge and experience on security management including DHS (Department of Homeland Security) regulations
Professional certifications preferred (CSP, CIH, PE, etc.)
Ability to read, analyze, and interpret technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, internal and external audits, and other departments
Fully bilingual in Spanish and English languages
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
cGMP's Training is a must, Explosive license desirable, Professional Engineer desirable, Member of CIAPR of P.R. desirable and other certificates, or exams that the immediate supervisor refers
