The Special Project Development Planner, reporting to the Manager of Planning & Building Services, supports strategic planning initiatives and special projects that shape the City’s growth and development. This role involves research, policy analysis, and project management for long-range plans, zoning by-law amendments, and community development programs. Acting as a key liaison between internal teams, external agencies, and the public, the planner ensures alignment with municipal objectives and provincial legislation.
Job Responsibility:
Lead and support special planning projects across the Community Services Division, ensuring timely completion and effective inter-agency coordination
Conduct research and analysis on planning policy initiatives, including assisting with Official Plan reviews, zoning by-law amendments, and provincial/local policy changes
Prepare recommendations and reports for Committee of Adjustment matters (Severances and Minor Variances)
Support Senior Planners in the processing of Planning Act applications including Zoning By-law Amendments, Official Plan Amendments and Subdivision/Condominium applications
Assist in project management for community development projects, including Master Plan implementation, policy development, formulation and liaising with advisory committees and community partners
Collaborate with internal departments and external agencies to advance strategic objectives and ensure compliance with planning legislation and policies
Assists and supports the Policy & Development Planner in the implementation of the Growth Community Improvement Plan
Support Municipal Advisory Committees (e.g. Municipal Heritage Committee, Municipal Accessible Advisory Committee) and/or working committees as required
Provide accurate planning information and guidance to internal staff, external stakeholders, and the public, including interpretation of planning and policy documents
Represent the City at meetings, committees, and public forums, including evening and off-site engagements as required
Maintain accurate records and documentation, including meeting minutes, schedules, and statistical data for planning projects
Requirements:
A bachelor’s degree in Land Use Planning or a degree in a Planning related program
Existing membership or eligible for membership or working towards membership in the Ontario Professional Planners Institute and the Canadian Institute of Planners
Three (3) years relevant professional planning experience, preferably in the municipal or public sector environment including experience in policy development, interpreting, analyzing, and recommending policy directions/options, and development or implementation of master plans or similar land use plans
Effective oral and written communication and interpersonal skills to present and interact with various levels of the internal organization, external government agencies/authorities, the development community, ratepayer groups and the public
Demonstrated sensitivity to matters of public interest and political context
Relationship management, time management, facilitation, negotiation skills
Demonstrated ability to work independently as well as in a team environment
Knowledge of the Ontario Planning Act, Environmental Assessment Act, Provincial policies and plans, Infrastructure planning and approval processes including experience in interpreting and translating legislation into policy and policy options
Demonstrated experience in municipal planning procedures and land development application procedures
Proficient in Microsoft Office applications, such as word processing, spreadsheets, databases and presentation software applications, as well as internet research abilities
Legally entitled to work in Canada
Nice to have:
Well-developed presentation, project management and administrative skills with ability to develop recommendations for a wide range of planning initiatives
Knowledge of computer hardware and software programs, which may include econometric or transportation modeling, database management, or GIS
