Job Responsibility:

  • Provide on-site classified budget execution management and analysis through coordination with organization leadership, project officers, and external partners
  • Prepare, coordinate, and transmit funding documents from multiple funding streams and appropriations across numerous partner organizations
  • Conduct analysis of program spend plans and component requirements, develop reporting and real-time decision tools, and identify reconciliation recommendations
  • Lead recurring reviews of resource utilization to identify, mitigate, and remedy issues that might impact the program’s overall objectives
  • Draft impact statements for budget shortfalls and/or opportunities to support fiscal-oriented decisions
  • identify trade-offs within program budget to support must-pays
  • Manage collection, validation, and update of financial execution data to budget execution databases and other customized organizational decision-support tools
  • Monitor and forecast spending on program-, project-, and component-level in recurring reports
  • modify database queries and reports to meet analytical demands
  • Provide analysis, produce briefing materials, and generate documentation for wide array of projects and contracts to support government clients
  • Assist unfunded request (UFR) process with drafting and tracking requirements
  • Provide key support in development and implementation of a requirement validation and prioritization process for the program office
  • Author memorandums and position papers on a variety of technical, procedural, and policy financial topics for senior-level audience

Requirements:

  • 10 years of practical experience in Department of Defense (DoD) or Intelligence Community (IC) financial management tools, products, and decision support
  • Analytical expertise with DoD budget planning

  • Extensive knowledge of federal budget process and lifecycle for DoD/IC acquisition and/or sustainment program

  • Confident communication, analytical, and problem-solving skills
  • Expertise with Advana, CCaR, DEAMS, PIEE (WAWF/EDA), and PowerBI
  • Competency with ASARS, DoD EDS, DTS, IDECS, SAFES, and AF accounting procedures
  • Obtain/maintain Top Secret/Sensitive Compartmented Information (SCI) clearance
  • Daily, on-site work in DoD Sensitive Compartmented Information Facility (SCIF)
  • Consent to Counterintelligence (CI) polygraph
  • U.S. citizenship
  • Bachelor’s degree required, preferably in math, engineering, or the sciences

  • Responsible for maintaining a caseload of victims of alcohol and drugged driving who are in need of short-term crisis intervention, emotional support, grief support groups, and appropriate referral sources for continued long-term needs
  • Provide court accompaniment and guidance with legal, financial, and medical systems
  • Work in conjunction with other Victim Services employees to provide consultation and support to victims where needed
  • Utilizing independent judgment, conduct individual needs assessments on victims/survivors of alcohol and drugged driving crashes for emotional support, information, and referrals, implementing beneficial interventions based upon those assessments
  • Maintain current assessment of victim’s coping and need for further referrals
  • Based upon assessment, create and implement a tailored case management action plan for victims, which may include grief support assistance, crisis intervention, referrals for long-term counseling issues and other basic needs, as well as support group facilitation
  • May accompany victims/survivors to justice proceedings as appropriate. Provide advocacy by assisting in the protection and exertion of victims/survivors rights and educating others about the criminal and civil justice systems
  • Conduct community needs assessments and analyze results to determine the development, facilitation, and implementation of appropriate victim services, programs and events
  • Based upon results of community needs assessments, create and implement effective outreach strategies to reach victims and survivors of drunk and drugged driving crashes who may not otherwise be aware of MADD Victim Services
  • Utilizing analysis of community needs assessment, establish and utilize a network of key individuals in the legal, medical, and social service systems to facilitate assistance for victims/survivors. Collect and maintain community resource information to share with victims and other Victim Services employees
