The Space Access and Logistics Systems Engineer Subject Matter Expert (SME) support the Space Systems Engineering Directorate by assessing Security Assertion Markup language (SAML) architectures across national security, civil, commercial, and international space sectors. The Senior SME for SAML also identifies opportunities, potential gaps or areas of duplication to inform Department of the Air Force planning and programming.
Job Responsibility:
Provide assessments and lead working groups supporting SAML architecture, specifically integration and interoperability across the Department of the Air Force, Department of Defense (DoD), Intelligence Community (IC), civil, commercial, international, and academia, where appropriate
Participate in and leads working groups supporting space launch, spaceports, Space Mobility and Logistics, and Point to Point Delivery (P2D) concepts
Collaborate with Space Systems Command’s (SSC) Space Systems Integration Office (SSIO). Ensure the coordination of SAML related capabilities with mission areas and enterprise requirement activities
Provide information necessary to inform Space acquisition decisions, such as SAML architectural impacts to impending planning, programming, budgeting, and execution (PPBE) decisions
Provide cross organizational synthesis of SAML products, materials and recommendations for both internal and external audiences including the Intelligence Community, Government Accountability Office, National Security Council, and National Space Council
Coordinate with the Science and Technology Directorate (SQT) to ensure awareness of emerging advanced technologies that could enable new SAML concepts
Maintain insight of SAML programs via the Program Element Monitors (PEMs) to monitor the implementation and assess status of SAML architectures
Maintain awareness of SAML community developments and changes in context and periodically assess the impacts to and the validity of the SAML architectures
Maintain up to date, accurate and relevant architectures and utility assessments
Develop and maintain SAML roadmaps, Operational View – 1 (OV-1s), and other products needed to depict SAML architectures
Review and assess architecture plans to identify overlaps and gaps against current and future threats
Identify current and future opportunities for collaborative research, study, planning, programming, budgeting, engineering and architecture
Provide a conceptual framework and new way of thinking for attaining more agile, resilient, and “tailorable” SAML capabilities, and emphasizing flexibility across full spectrum
Coordinate in the various processes (e.g. Force Design) to ensure SAML equities are considered in future concepts
Provide the technical, scientific, and management expertise on SAML to support the development, integration and coordination of space and space-related strategic planning and guidance documents to include policies, strategies, plans, mission directives, roadmaps, and doctrines across the DoD, Intelligence Community (IC), civil, commercial, and international domains
Provide expertise to identify policy gaps and opportunities for integrating new and emerging technologies, research and development efforts, and capabilities from DoD, IC, civil, commercial, and international sources into SAML space-related applications
Coordinate with the Space Force Staff for SAML requirements and activities
Facilitate interagency coordination in order to provide assessments and recommendations on launch Policy and Payload Reviews
Provide security and policy assessments of SAML-related products prior to public release
Provide assessments and participates in working groups supporting acquisition equities in the Orbital Debris Mitigation and Standard Practices
Develop, review, and coordinate SAML Congressional Reporting Requirements (CRRs). Coordinate across the technical and Congressional community to ensure appropriate strategic messaging while meeting the needs of the CRR
Attend and provide summaries, analysis, and reviews of SAML-related events and conferences
Maintain awareness of current and future activities across industry through one-on-one meetings, Requests for Information (RFIs), and conferences
Work with National Space Intelligence Center (NSIC) and other IC organizations to understand future and current threats and the impact to SAML capabilities
Any other tasks closely associated with the performance of duties list above and as coordinated with the COR
Requirements:
Active Top-Secret clearance with SCI eligibility
Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), “buckslips”, memoranda, and official letter correspondence
Working familiarity with standard HQ task and correspondence coordination tools to include Enterprise Task Management Support Solution (ETMS2) – formerly known as the Task Management Tool (TMT) – and Correspondence and Task Management System (CATMS)
Proficiency with using Microsoft Office and other standard computer applications
Experience working successfully with senior executives at multiple organizational levels
Experience fostering stable and productive working relationships that communicate expectations and promote cooperation
Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience
Ability to work collaboratively with personnel at all levels of the organization
Exemplary writing and editing skills with strict attention to detail
Ability to adapt to rapidly adjust to changing work environments while maintaining high levels of performance and support
Master’s Degree or equivalent and 25-30 years of relevant work experience
Bachelor’s degree required, preferably in math, engineering, business, or the sciences
Nice to have:
Familiarity with Defense Space and National Security Space in the areas of policy, strategy, requirements, capabilities, architectures, programs, acquisition, and operations
Familiarity with civil, commercial and international space capabilities
Experience with AFSPC, SMC, NRO, NASA, NOAA
