The Site Safety Officer (Thailand) will lead and oversee all health, safety, and environmental aspects of construction projects managed by the company’s PMCM team. Acting as the Owner’s Representative, this position ensures that contractors, consultants, and all project participants comply with the client’s HS&E requirements, applicable Thai laws and regulations, and the company’s global HS&E management system. The Site Safety Officer will serve as a key advisor to Project Directors and site teams, promoting a strong safety culture and continuous improvement across all projects.
Job Responsibility:
Lead and oversee all health, safety, and environmental aspects of construction projects managed by the company’s PMCM team
Act as the Owner’s Representative, ensuring contractors, consultants, and all project participants comply with the client’s HS&E requirements, applicable Thai laws and regulations, and the company’s global HS&E management system
Serve as a key advisor to Project Directors and site teams, promoting a strong safety culture and continuous improvement
Involved in the implementation of HS&E policies, plans, and standards for all construction projects under the PMCM business line
Represent the Owner (Client) on HS&E matters at project sites, ensuring contractors comply with the approved Construction Safety Plan, Environmental Management Plan, and all legal requirements
Provide strategic guidance and technical advice to project teams on health, safety, and environmental issues
Conduct site HS&E audits, inspections, and risk assessments to verify compliance and identify areas for improvement
Review contractors’ HS&E plans, method statements, permits to work, and incident reports for adequacy and compliance
Monitor and report HS&E performance, including leading and lagging indicators, incidents, and near-miss statistics
Support incident investigation, root cause analysis, and ensure implementation of corrective and preventive actions
Liaise with clients, consultants, and contractors on HS&E coordination and compliance reporting
Promote a proactive HS&E culture across project sites through engagement, communication, and awareness campaigns
Conduct HS&E inductions, toolbox talks, and refresher training for PMCM team members and provide an oversight of such activities by the contractors
Mentor and coach site engineers and project managers on HS&E best practices
Ensure compliance with Thai Occupational Safety, Health and Environment Act, Ministerial Regulations, and related codes
Coordinate with Department of Labour Protection and Welfare (DLPW) and other relevant government agencies for legal compliance and reporting requirements
Prepare and submit HS&E monthly reports to the Regional HS&E Director and Client as required
Requirements:
Bachelor’s degree in Occupational Health & Safety, Environmental Science, Civil/Mechanical Engineering, or related field
Postgraduate or professional certification in HS&E management is an advantage
Minimum 4-7 years of experience in HS&E management for large-scale construction projects, preferably with international engineering consultants, project management firms, or multinational contractors
Proven experience working in Owner’s Representative or Construction Management role for industrial, commercial, or infrastructure projects
Strong knowledge of Thai HS&E laws, international safety standards (ISO 45001, ISO 14001), and construction safety management
Experience in incident investigation, risk assessment, and HS&E audits
Strong leadership and communication skills, able to influence and engage contractors and project stakeholders
Analytical and problem-solving abilities with attention to detail
Excellent report writing skills in English and Thai
High integrity and commitment to safety excellence
Must hold one of the following valid registrations with the Department of Labour Protection and Welfare (DLPW): “Safety Officer in Professional Level” (จป.วิชาชีพ), registered and licensed by DLPW, or Equivalent professional certification recognized by the Ministry of Labour for health and safety supervision in construction projects
Valid training certificates in construction safety and emergency response
Familiarity with Contractor Safety Management System (CSMS) and client HSSE standards (for example, ISO, OHSAS, or corporate HSSE systems)
