Job Responsibility

  • Provide specialist advise to Site Management Team and personnel in general for interpretation and implementation of the applicable HSE Procedures
  • Ensure that Project/Site HSE plans and procedures are properly implemented on site during operations
  • Report to Site HSE Coordinator and/or Site Manager any HSE issues occurred on site
  • Perform monitoring of the workplaces for the compliance with HSE requirements and advise on HSE matters
  • Act as a Site Permit Controller and maintain the PTW logbook
  • Ensure that suitable and sufficient Risk Assessments have been carried out for the jobs to be performed and that the workforce is aware of the contents
  • Advise the HSE Coordinator and Site Manager of any HSE concerns and non–conformance with procedures, plans, etc.
  • Regularly attend Toolbox Talks (TBT), Time Out For Safety (TOFS), Safety Stand Downs (SSD)
  • Promote HSE awareness amongst site personnel and assist with training activities, as necessary
  • Monitor the application of HSE procedures and of the Control of Work (COW) system on site
  • Participate in regular HSE / Welfare / progress meetings at site and ensure that agreed actions are duly and timely implemented
  • Monitor Subcontractors’ HSE performance
  • Inform HSE Coordinator of needs for improvements in procedures, training, instruction, information materials and/or equipment, etc.
  • Fill in logbooks, as per HSE procedures (e.g. PTW logbook, Energy Isolation logbook, Safety Harness logbook, Ladders logbook, etc.)
  • Participate in audits as required
  • Carry out regular (e.g. daily / weekly / monthly / etc.) inspections alone or in conjunction with site management representatives, in order to measure the degree of compliance with legislation, regulations, procedures and instructions
  • Assist in getting outstanding actions with personnel at site to be completed
  • Liaise with HSE Coordinator with regard to Health, Safety, Environmental issues
  • Spread HSE rules / standards / procedures / bulletins on site
  • Control compliance of the equipment utilized on site
  • Prepare and administer HSE Key Performance Indicators for the operational activities
  • Fully adhere, at all times and irrespective of the workplace, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements
  • Perform other related duties as assigned by Superior

Requirements

  • Education: Higher education
  • Minimum 3 - 5 years of similar experience within oil and gas industry
  • English (fluent)
  • Azerbaijani (fluent)
  • Knowledge of investigation techniques and of data analysis and reporting of HSE events
  • Knowledge of hazard and risks related to lifting operations (mandatory periodical control, lifting plan, etc.)
  • Knowledge of local HSE legislation and main technical rules with focus especially on safety issues
