Job Description

The Services Procurement (SOW Management) Program Manager is responsible for developing and leading the delivery of services procurement and related administrative services for an MSP client. Our team will take responsibility for sourcing and contracting tail-end spend as well as take responsibility for the management of post award administration for the (larger) SOW's which are directly sourced by the clients indirect procurement team. We will be responsible for processing the SOW's and the follow-up on resources and deliverables once they have been executed. In this role you will provide operational leadership to the client, directly lead a dedicated offshore team of services buyers and procurement administration specialists. You will drive SOW related revenue growth for Randstad whilst achieving contractually agreed KPI's such as cost savings targets. This role is to be based in Belgium and will require on site visits to the in Brussels two days per week.

Job Responsibility

  • Develop strong relationships with client stakeholders, communicate client requirements within Randstad Enterprise functions and the wider Randstad business (as appropriate), and provide innovative solutions to solve client needs
  • Manage and train an operational team to achieve the desired strategic and financial outcomes both for the client and Randstad sourceright
  • Lead the operational management and governance of a Managed Service Program, ensuring service delivery excellence, compliance, and financial performance
  • Act as the primary liaison between Randstad and client leadership, building trusted relationships with program sponsors and procurement stakeholders
  • Managed a complex supplier network supporting multiple client locations, ensuring consistent service quality and operational efficiency
  • Oversee supplier engagement, contract negotiations, and performance monitoring to ensure service delivery and commercial targets are achieved
  • Drive program evolution by aligning operational strategy with the client's changing business and priorities
  • Partner with senior program leadership to drive program expansion and operational optimization across national and global operations
  • Coordinate internal subject matter experts and cross-functional teams to support client initiatives and resolve operational challenges

  • In partnership with Randstad Enterprise's Global Services Procurement center of excellence, coach and develop the team to develop their potential

Requirements

  • Demonstrable experience of overseeing/supervising functional procurement activity – preferably relating to significant processing volumes with several buyers or category specialists under supervision
  • Demonstrable experience and track record in supporting indirect and people-based spend categories (preferably including IT and Professional Business Services)
  • Demonstrable experience in indirect procurement as a buyer or category lead
  • Ability to lead others and provide overall instruction and direction to a team
  • Effective communication skills both written and verbally both in one-on-one and in group presentation settings with various levels of professionals both internal and external
  • Affinity with different HR/staffing/talent models
  • Digital fluency with Google or Microsoft platforms e.g. sheets, excel, slides etc
  • Knowledge of and the ability to utilize best practices in purchasing, procurement, and client negotiation
  • Knowledge of and the ability to effectively utilize accounts payable, purchase order, and Vendor Management Systems and related technology tools
  • Able to effectively use data analysis, trends analysis to define and communicate strategies
  • Knowledge of leading contingent workforce management is beneficial
  • Experience in automotive, aeronautics or industrial engineering is beneficial
