We are seeking a Services Operations Program Manager to lead the strategic and operational management of our global contingent labor program. This role ensures alignment between business objectives, supplier performance, financial goals, and standardized processes across multiple regions and suppliers. The Program Manager will partner with Procurement, HR, Finance, and IT to optimize supplier relationships, streamline operations, and provide actionable reporting insights that drive workforce efficiency and cost control.
Job Responsibility:
Align contingent workforce strategies with evolving business needs, skills, and locations
Manage transitions to new Managed Service Providers (MSPs) and coordinate supplier changes, including new engagements and exits
Partner with Procurement and business leaders to assess supplier performance, continuity, and financial impact
Support Annual Operating Plan (AOP), Project Budget Alignment (PBA), and Long-Range Planning (LRP) processes
Partner with procurement for bill rate changes, supplier escalations, and performance improvement initiatives
Support sourcing activities by coordinating contingent worker needs across suppliers and countries
Work with procurement to maintain accurate and current Statements of Work (SOWs), blanket POs, and bill rate data
Validate invoices, timesheets, and expenses to ensure compliance with SOW terms and financial accuracy
Partner with IT to support equipment provisioning for contingent workers
Maintain a master database tracking headcount, spend, bill rates, and tenure by supplier and country
Forecast contingent workforce spend and resource needs
align with Finance on budgets and accruals
Track and report performance against budget
manage updates, approvals, and variance analyses
Create and implement standardized processes for expense policies, timecard approvals, invoice data, and SOW updates
Establish governance and reporting processes for non-standard pay (overtime, weekend, and holiday work)
Drive continuous improvement initiatives to enhance efficiency and compliance across the contingent workforce ecosystem
Requirements:
Extensive experience in contingent workforce management, supplier operations, or MSP/Vendor Management Office (VMO) environments
Proven success in managing large supplier networks across multiple geographies
Strong financial acumen and experience with spend forecasting, budgeting, and variance tracking
Excellent stakeholder management and communication skills
Strong analytical, reporting, and data validation abilities
Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field preferred
