Job Description

Consor Engineers is seeking a Senior Water/Wastewater Treatment Engineer / Project Manager to join our growing Phoenix, AZ office. This role is ideal for an experienced, licensed professional engineer who is passionate about treatment facility projects and ready to lead complex technical work, manage client relationships, and mentor developing engineers.

Job Responsibility

  • Serve as Project Manager and/or Technical Lead for water and wastewater treatment facility projects, overseeing scope, schedule, budget, and quality
  • Lead the planning, design, and evaluation of treatment processes and facilities, including new plants, expansions, and rehabilitation projects
  • Develop and review technical deliverables such as engineering reports, feasibility studies, process calculations, plans, specifications, and cost estimates
  • Provide technical leadership in treatment processes such as filtration, disinfection, biological treatment, solids handling, odor control, and residuals management
  • Coordinate with multidisciplinary teams (civil, structural, electrical, mechanical, and I&C) to deliver integrated and constructible treatment solutions
  • Serve as a primary point of contact for clients, supporting ongoing relationships and ensuring successful project outcomes
  • Support project pursuits, including proposal development, scope definition, fee development, and participation in interviews
  • Mentor and develop junior and mid-level engineers, fostering technical excellence and career growth
  • Support quality control and quality assurance processes across treatment projects.

Requirements

  • 8+ years of progressive experience in water and/or wastewater treatment engineering, including facility design
  • Professional Engineer (PE) license
  • Master's degree in Civil, Environmental, Chemical, or a closely related engineering discipline
  • Proven experience managing engineering projects and leading technical teams
  • Strong technical writing, communication, and client-facing skills.

  • Experience managing treatment projects through design and construction
  • Experience with treatment process modeling, permitting, and regulatory coordination
  • Knowledge of municipal water and wastewater standards and best practices
  • Demonstrated ability to balance project management, technical leadership, and mentorship responsibilities

  • BEng/MEng or equivalent in a relevant engineering discipline
  • Chartered Engineer or Incorporated Engineer status with a relevant professional institution
  • Typically 10–12+ years' relevant experience, including significant UK water/wastewater treatment, utilities, process, energy or infrastructure design experience
  • Proven track record leading discipline design and technical assurance on complex multidisciplinary projects
  • Strong understanding of UK regulated water sector drivers, water company asset standards, CDM 2015, safety-by-design, environmental/regulatory requirements and common delivery models
  • Deep technical expertise in the relevant discipline, with ability to guide, review and approve complex engineering decisions
  • Demonstrable experience developing people, including mentoring, line management, technical coaching, recruitment or resource planning
  • Strong client and stakeholder management skills, with credibility to lead senior technical conversations and influence project direction
  • Strong commercial and delivery awareness, including scope development, fee estimating, programme/resource planning, risk management and change control
  • Strong digital and innovation mindset, with experience embedding improved tools, data workflows, simulation, automation, BIM/MEP coordination or standardised delivery approaches

  • Provide senior technical leadership for the discipline within the UK water/wastewater treatment design team
  • Act as discipline lead, sub-lead or senior technical authority on complex projects across feasibility, optioneering, design, construction support, commissioning and handover
  • Set and maintain discipline design standards, checking requirements, design risk processes, digital workflows and quality expectations
  • Lead and assure complex deliverables, key technical decisions, supplier packages, contractor submissions and multidisciplinary interfaces
  • Drive integrated Process, Mechanical, EICA, MEP, civil/structural, construction and operational coordination to deliver efficient, buildable and maintainable solutions
  • Lead senior client engagement, technical workshops, design reviews, optioneering and value engineering
  • Embed modern delivery approaches including digital design, simulation, automation, standardisation, data-led decision making and supplier integration
  • Support project directors and project managers with technical risk, scope, resourcing, programme, budget, change control and design quality
  • Build and develop the discipline sub-team through recruitment, mentoring, line management, succession planning and professional development
  • Support business planning, work winning, client development, bid strategy and growth of Egis' UK water/wastewater treatment capability
