About the Team: The Technology and Insights team consists of People Technology, People Analytics, People Apps and Corporate IT teams. It’s a team that, through our technology, services and products, touches every aspect of the employee lifecycle, with core people platforms like Workday and Greenhouse, custom people products, hardware and software distribution, IT service desk and everything in between. About the Role: We’re looking for a Senior Technical Program Manager to improve how our development teams plan, test, launch, and support software in production. This role will mature and scale existing operating frameworks to make engineering execution more reliable and scalable, while also owning the incident response model for critical people systems. You will partner closely with engineering, product, analytics, and operations teams to strengthen delivery discipline across software development and production support. This includes code review and release practices, system integration testing, user acceptance testing, delivery readiness, dependency management, technical documentation, and incident response. The right person for this role knows how to introduce structure that helps teams move faster rather than slower. You can work credibly with product managers, program managers and engineers, understand where rigor is missing versus where teams need flexibility, and turn repeated operational pain into durable workflows, standards, and mechanisms. This role enables engineering teams to operate with stronger consistency around readiness, dependencies, security, launch discipline, incident response, and shared execution practices, while using tooling and automation to reduce the burden of that rigor over time. You will report to the Senior Manager, HR Automation and Transformation.

Job Responsibility

  • Scale and mature the operating frameworks that govern how software is planned, tested, launched, and supported in production
  • Establish design review, security review, and release readiness frameworks for higher-risk technical changes
  • Embed security, compliance, and operational readiness into delivery workflows so they happen by default, not as last-minute checks
  • Build mechanisms and tools that improve T&I efficiency with measurable outcomes, including automation for routine coordination and delivery visibility
  • Improve visibility into technical debt, architectural dependencies, and cross-team impacts early enough to influence planning and prioritization
  • Partner with engineering leaders to make critical operating rigor consistent without slowing teams down
  • Improve technical delivery workflows, visibility, and governance across Jira, Slack, Workday, and other enterprise tools
  • Own the incident response program and continuous improvement mechanisms that strengthen resilience over time

Requirements

  • 8+ years of experience in technical program management, engineering program management, or a similar role in a software or systems environment
  • Strong understanding of the software development lifecycle, including design review, code review, testing, release management, and production support
  • Experience driving complex cross-functional technical programs across engineering, product, operations, analytics, and business teams
  • Experience with portfolio and organizational level changes
  • Proven ability to build operating models, standards, and processes that improve engineering execution without adding unnecessary overhead
  • Strong experience with dependency management, risk management, launch readiness, and delivery planning for multi-team initiatives
  • Experience with incident management, on-call models, escalation frameworks, and post-incident review
  • Experience helping teams adopt AI-enabled workflows with clear guardrails around usage, quality, security, and operational consistency
  • Strong written communication skills, including technical documentation, runbooks, operating procedures, and executive-ready updates
  • Comfort working with Jira, Slack, and similar workflow systems to improve delivery visibility, governance, and coordination
  • Ability to influence across teams, clarify ownership, and drive alignment without direct authority
  • Strong technical fluency, including the ability to understand software architecture, integration patterns, and code-level implications well enough to work credibly with engineers
  • You have a bachelor's degree
