Senior Safety Officer position in Doha, Qatar, within the Energy - Oil & Gas sector, focusing on Engineering & Design. The role involves supporting HSE deliverables across project phases, developing HSE plans, providing leadership, ensuring compliance, and overseeing safety studies and contractor activities.
Job Responsibility:
Support HSE deliverables across all project phases: FEED, EPC, commissioning, operations
Develop and manage HSE plans, systems, and studies, especially during FEED phase
Provide HSE leadership and ensure compliance with regulatory and company requirements
Prepare HSE requirements for ITT and evaluate contractor HSE capabilities
Input safety requirements into FEED to promote safe design and execution
Review and monitor contractor HSE systems and plans for design, construction, and commissioning
Coordinate between project team and HSEQ functions
define and verify safety processes
Advise on implementation of safety management systems and HSE performance indicators
Oversee incident investigations, confirm root causes, and approve corrective actions
Maintain statistical database, analyze KPIs, and advise on continuous improvement
Share safety alerts, lessons learned, and best practices across teams
Provide HSE reporting to senior safety personnel
Participate in loss prevention and HSE studies during FEED/EPC to ensure compliance
Engage with multiple disciplines to translate design requirements into contractor deliverables
Monitor delivery of HSE scope, ensure proper risk assessments and workshops are conducted
Plan and schedule HSE deliverables to support efficient project execution
Chair meetings related to loss prevention and HSE actions

Guide contractor strategies and participate in reviews: constructability, 3D model, pre-startup
Ensure timely execution of safety studies: HAZID, HAZOP, SIL, etc.
Promote safety in design and construction, reduce inefficiencies, and uphold safety standards
Requirements:
Bachelor’s Degree in Science or Engineering, or Safety discipline (mandatory)
NEBOSH Diploma or Equivalent
Minimum 12 years of experience including at least 8 years of experience as a HSEQ / SHE&S professional, loss prevention and industrial safety, with at least 2 FEED projects executed within the last 8 years
Experience in the Oil & Gas, HSEQ management of FEED and EPC projects, engineering, construction and commissioning projects, systems completions coordination, hook up/commissioning, and start up activities in brownfield and greenfield environment
Good understanding of both qualitative and quantitative risk assessment techniques. Experience of active participation in process safety studies such as HAZID, HAZOP, SIL, fire and explosion, dispersion modelling and FERA/QRA studies
Ability to develop, review and monitor FEED drawings/documents and communicate with other engineers is essential
Experience with contractors, sub-contractors and vendors involved in the oil and gas industry
Knowledge in developing and implementing Emergency Response Procedures to deal with H2S Risk to the workers
Good knowledge of hazard identification softwares (e.g. PHAPro), consequence modelling software (e.g. PHAST), or other software (e.g. Pipenet)
