Job Responsibility:
ECI Leadership: Driving cost planning, value engineering, and target price development during the pre-construction phase
NEC Option E Mastery: Managing cost-reimbursable accounts with meticulous attention to "actual cost" auditing, resource substantiation, and Disallowed Cost management
Civil Engineering Commercials: Performing detailed quantity take-offs from drawings, managing site measurements, and overseeing heavy civils packages (earthworks, piling, reinforced concrete, and marine structures)
Change Control: Proactively identifying, notifying, and negotiating complex Compensation Events (CEs) and maintaining a robust change register
Subcontractor Management: Leading the end-to-end procurement and management of major specialist subcontractors, from tender through to final account
Commercial Governance: Leading the monthly CVR process, providing accurate forecasting to the JV Board, and managing project risk and opportunity registers
Mentorship: Supporting and developing the next generation of surveyors within the project team
Requirements:
Heavy Civils Background: Proven experience with a Tier 1 Main Contractor on major infrastructure, marine, or heavy civil projects
NEC Option E Specialist: Deep, practical experience administering Option E (Cost Reimbursable) contracts is essential
Strategic Mindset: Experience in ECI, target price development, or open-book accounting is highly advantageous
Professional Qualifications: Degree qualified in Quantity Surveying or Civil Engineering. MRICS or MCInstCES status is highly preferred
Commitment: A desire to commit to a long-term project based in the Plymouth region
