Service Stream's Transport Division is investing in our work-winning capability, and we're looking for a commercially sharp Senior Quantity Surveyor to lead the commercial workstream on major road maintenance and infrastructure tenders across Australia.
Job Responsibility:
Leading the commercial workstream on major road maintenance and infrastructure tenders across Australia
Shaping pricing, managing risk, working alongside legal and estimating
Tender strategy & pricing – leading the commercial workstream across the Transport division's tender pipeline, reviewing draft contracts, project scopes
Developing pricing schedules, cost plans and margin analyses in collaboration with estimating and finance
Risk & opportunity management – facilitating risk and opportunity workshops during the bid phase, building and reviewing KPI models, and aligning margin scenarios to divisional risk appetite
Legal & contractual – partnering with the legal team to manage risk tolerance issues and develop recommended legal positions
Drafting and reviewing contract mark-ups, departures schedules and qualifications, and ensuring tender responses meet all contractual, regulatory and probity obligations
Bid quality & integration – working closely with estimators on scope, rates and assumptions, and integrating commercial strengths into the technical, quality and management responses
Procurement & supply chain – developing subcontractor and supply chain procurement strategies for tenders and negotiating key subcontractor and supplier terms during the bid phase
Mobilisation & handover – providing commercial leadership during mobilisation, and ensuring pricing, risk positions and contractual obligations are clearly transferred to delivery teams
Requirements:
Significant experience in quantity surveying or pre-contract commercial roles
Experience within infrastructure, civil, or road maintenance contracting at a senior level
Demonstrated experience leading pricing and commercial strategy on bids for government or public-sector clients
Strong working knowledge of contract law, financial modelling, and risk management principles
Hands-on experience with NEC, AS-series, or bespoke government contract forms used in road maintenance
A track record of working across estimating, legal, operations and finance to land integrated commercial outcomes in fast-paced bid environments
Excellent analytical, written communication, and negotiation skills
Experience coordinating subcontractor procurement, insurance reviews, and compliance responses during tendering
A degree in Quantity Surveying, Construction Management, Commerce, Engineering, or a related discipline
A current driver's licence
