CLC is delivering a long-term programme of planned refurbishment works on behalf of Norwich City Council, working across occupied residential properties. We’re looking for an experienced Senior Quantity Surveyor to support the commercial management and financial performance of this programme. This is a key role within the commercial team, responsible for ensuring cost control, value for money and robust commercial governance across the contract. The role suits a Quantity Surveyor who is comfortable working in a structured, framework-driven environment and who values consistency, accuracy and collaboration. This role requires strong commercial judgement, attention to detail and the ability to build effective working relationships across operational and client teams.

Job Responsibility

Managing the commercial and financial performance of planned refurbishment works
Preparing and reviewing valuations, cost reports and forecasts
Managing subcontractor accounts, applications and final accounts
Controlling variations, ensuring accurate pricing and commercial justification
Supporting the preparation of budgets, cashflow forecasts and cost value reconciliations
Working closely with operational teams to ensure alignment between delivery and commercial outcomes
Ensuring compliance with contract terms, schedule of rates and client requirements
Identifying and managing commercial risks and opportunities
Supporting audits, reporting and internal governance processes

Requirements

Proven experience as a Quantity Surveyor or Senior Quantity Surveyor within construction, refurbishment or social housing
Experience working on planned works or framework-based contracts
Strong commercial awareness and cost control capability
Confidence managing subcontractor accounts and valuations
Good working knowledge of contractual and commercial processes
Strong communication and stakeholder management skills
IT literacy, including Excel and commercial systems
