The Senior Proposals Specialist uses best practices and knowledge of internal or external issues to improve the proposals discipline within McDermott. They will act as a resource for colleagues with less experience and share their conceptual and practical expertise related to the proposals discipline. The Senior Proposals Specialist solves complex problems and uses discipline-specific knowledge to improve their products or services. The Senior Proposals Specialist impacts a range of customer, operational, project, or service activities with the proposals team and other related teams and ensures that they work within the appropriate guidelines and policies.
Job Responsibility:
Liaise with and support the Corporate Audit function for annual Business Line proposal-related audits
Provide departmental strategic initiatives and support the monthly Proposals Key Performance Indicators (KPI) reporting process to EXCOM
Review and understand ITT/ITB (Invitation to Tender/Invitation to Bid) Requirements
Draft and distribute Summary of Tender Documentation (SOTD) for review
Ensure functional nominations of the bid team are established
Prepare bid action list per ITT/ITB requirements
Co-chair bid kick-off meetings and schedule progress meetings as required
Ensure the basis of bid and bid inputs align with strategy and customer requirements
Establish and maintain the bid schedule and communicate requirements to all input providers
Manage and facilitate bid delivery meetings, the review process, presentations, and associated actions
Monitor the progress of the bidding activity to ensure deliverables are successfully achieved for bid submission
Develop and ensure challenge skills are integrated throughout the bid review process
Set up and maintain a clarification register to log and monitor all pre- and post-bid correspondence
Prepare technical/commercial qualifications
Ensure the appropriate delivery arrangements have been made and confirmed in advance
Assist with client negotiations
Develop Lessons Learned for bid submissions and the bid process for wider cascade to the business via the Estimating and Proposals Managers and required close-out actions, if any
Accountable for the financial and technical success of the bid or area of bid responsibility
Requirements:
5 years of functional experience
2 years of Bids & Proposals experience
Ability to work as a team member and act as a team leader
Maintain key competencies associated with the Proposals function
Ability to effectively communicate with team members and management
Working knowledge of Microsoft Office applications (Word, Excel, Outlook, Access)
Experience Proposal Specialist whom have led upstream EPCI tenders specifically Subsea Development and FPSO is preferred
