We are seeking a highly accomplished Senior Project Manager for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier leadership capacity within the IT project delivery and governance streams, specializing in the end-to-end execution of complex, cross-functional application and infrastructure projects. As a principal delivery lead, you will bridge the gap between technical implementation teams, procurement structures, and executive steering committees. Operating within a hybrid framework, you will take deep ownership of large-scale Risk, Compliance, and Business Continuity initiatives. This position is designed for a senior delivery champion who excels at navigating formal procurement life cycles (RFPs), establishing rigorous cost-forecasting plans for capital IT projects, and leading multidisciplinary squads to meet strict organizational mandates.
Job Responsibility
Provide end-to-end oversight, structural direction, and delivery control for complex projects across scope, budgets, milestone schedules, and communications
Produce and maintain core project artifacts in strict compliance with the IT Project Management Framework, including detailed schedules, integrated project plans, risk registers, and formal closeout summaries
Define, map, and sequence project milestones and operational tasks using structural Work Breakdown Structures (WBS), resource capacity graphs, and comprehensive cost models
Coordinate formal project gate reviews, support portfolio performance assessments, and manage capital project submissions for the centralized PMO
Validate technical delivery plans against critical path timelines, implementing corrective adjustments to resolve slippage or resource constraints
Lead, coordinate, and motivate cross-functional teams composed of solution developers, business analysts, domain SMEs, external contractors, and vendors
Formulate clear staffing models, establish detailed work plans, assign resource accountabilities, and oversee team assignment or recruitment
Create and implement robust communication frameworks to keep business units and external service providers continuously aligned with ongoing deliverables
Prepare and present highly polished performance dashboards, weekly status highlights, and descriptive options analyses to Executive Steering Committees
Manage, track, and report on large project budgets with high fiscal control, outlining actual versus probable financial estimates and supporting corporate capital planning
Maintain accurate, accessible budget documentation, processing vendor invoices and summarizing external service provider contributions against contractual milestones
Support formal procurement initiatives, driving the technical development, structural scoring evaluation, and strategic awarding of Requests for Proposals (RFPs) following strict organizational guidelines
Requirements
Minimum of 8+ years of progressive project management experience successfully leading complex, cross-functional application development and infrastructure installation projects
Demonstrated experience successfully implementing enterprise-scale Risk, Compliance, and Business Continuity projects or initiatives
Active, current Project Management Professional (PMP) certification in good standing with the Project Management Institute (PMI)
University degree in Business Administration, Computer Science, or a related quantitative discipline
Advanced proficiency utilizing specialized tracking software, specifically MS Project, SharePoint, and the Microsoft Office Suite
Advanced skills in project planning, scheduling, resource allocation, and forecasting for capital IT projects
Ability to quickly acquire and apply knowledge of the Ontario Human Rights Code, employment legislation, and universal accessibility mandates as they apply to software and workspace delivery
Nice to have
Platform Experience: Foundational knowledge of service management and agile implementation using the ServiceNow platform is an asset
Domain Context: Prior experience managing IT initiatives within a public service, broader public sector, or transit agency environment—specifically including familiarity with transit networks—is considered a highly valued asset
