In this role, you will take on a premier leadership capacity within the IT project delivery stream, specializing in planning, directing, and executing complex, mission-critical technology initiatives and business transformations. As a principal project leader, you will bridge the gap between complex software engineering frameworks and corporate business strategies. Operating entirely onsite, you will direct cross-functional delivery teams, oversee large project budgets, manage high-profile vendor relationships, and navigate integrated cloud and web-service implementations. This role is designed for a senior delivery expert who can champion structured agile frameworks, align projects with rigorous public sector standards, and ensure high-quality software solutions are delivered seamlessly to end-users.
Job Responsibility
End-to-End Project Execution: Lead the planning, scoping, and on-time delivery of high-profile IT initiatives, ensuring alignment with defined scope, timeframes, and quality metrics
Requirements & Schedule Engineering: Gather and develop multi-workstream requirements to formulate detailed integrated project plans, critical path timelines, and resource schedules
Agile Framework Orchestration: Guide iterative software development cycles, managing product backlogs, running sprint planning, tracking team velocity, and coordinating retrospectives
Cross-Functional Team Leadership: Mobilize, coordinate, and mentor diverse technical squads composed of business analysts, architects, developers, and testing specialists, clarifying performance expectations
Integrated Change Control: Evaluate inbound technical change requests, run variance analyses, adjust dependencies, and present impact reports to formal Change Control Boards
Risk & Issue Mitigation: Proactively identify project dependencies, construct robust risk-mitigation registers, and communicate status barriers clearly to executive stakeholders
Strategic Business Transformation: Design comprehensive business adoption plans and organizational frameworks to overcome resistance to change across all lifecycle stages
Knowledge Optimization: Author and compile exhaustive knowledge-transfer documentation to ensure seamless platform handovers and sustainable operational continuity
Governance & Standards Compliance: Promote strict compliance with established corporate I&IT standards, methodology frameworks, and digital health accessibility guidelines
Requirements
10+ years of progressive project management experience leading and planning complex, mission-critical initiatives involving business transformation and the deployment of web, cloud, and API-based solutions
10+ years of deep experience managing the Software Development Life Cycle (SDLC) across Waterfall, DevOps, Agile, or Iterative environments
7+ years of hands-on experience running Agile development practices, including sprint planning, velocity tracking, and backlog management (active Scrum Master certification is highly preferred)
Advanced experience utilizing specialized tracking software, including Jira, Microsoft Azure DevOps, MS Project, or Planview
Project Management Professional (PMP) designation is highly desired
10+ years of foundational experience working with teams building full-stack Java or Microsoft .NET web applications and cloud-hosted microservices
Practical familiarity with containerized deployments and cloud tools (such as MS Azure, OpenShift, Kubernetes, Docker, IBM Cloud Pak, or web application servers)
7+ years of dedicated experience working with public-sector healthcare providers, holding working knowledge of digital health data standards (such as HL7 FHIR) and privacy legislation (PHIPA / FIPPA)
Solid understanding of public sector enterprise architecture processes, gating models, and structured systems development methodologies
Outstanding verbal and written communication skills, with a track record of facilitating JAD sessions, presenting dashboards, and reporting to senior executive levels
Elite interpersonal and negotiation skills, with a proven ability to manage resource constraints, build consensus, and drive negotiations to positive outcomes
Superior troubleshooting, critical thinking, and decision-making capabilities applied to complex project timelines and budget variables
Must hold a recent Criminal Record and Judicial Matters Check (CRJMC) or equivalent security clearance certificate to work within governed public environments
